Background

 

Enabel is the Belgian development agency. It implements and coordinates Belgium’s international development policy and primarily works for the Belgian State. The agency also implements actions for other national and international donors. With its partners in Belgium and abroad Enabel offers solutions addressing pressing global challenges: Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality, and Global Citizenship. With 1,500 staff, Enabel manages about 150 projects in twenty countries, in Belgium, Africa and the Middle East.

In Mozambique, through the cooperation portfolio 2023-2028, Enabel aims at supporting the country in achieving its low carbon, just and inclusive development pathway and energy transition by fostering a multi-stakeholder integrated approach based on local needs, national priorities, and global trends. Climate is the underpinning theme in the portfolio with a focus on 3 public services (water, waste, energy) as well as fostering the dialogue on energy transition and working on losses and damages. 
In view of future needs for further development of its activities, Enabel is currently looking for a Security Officer (m/f).

The Security officer’s main duty is to assist the Country Director and Management in applying the Security Plan by implementing concrete actions with regards to safety of staff members, security monitoring, physical protection of access to Enabel's various sites, protection of information produced and entrusted, response to incidents and critical situations.

Job description

 

  • Elaborate and put in place a security strategy, procedures and risk management methods in the country. 
  • Monitor, along with the People & Talent department and the logistics officer, the situation of all employees in the country (including the people on a mission) and their families.  
  • Ensure the proper application in the field of the prevention and protection measures.  
  • Monitor the secured operational communication with the logistics officer (internet networks, satellite phones, protection and archiving of data, etc.) 
  • Ensure that the procedure for onboarding staff on a mission in the country is applied and that the travel security instructions are respected. 
  • Ensure that existing provisions are in place to maintain security when travelling in country. 
  • Have any security incident immediately escalated to the Country Director. 
  • Key member of the Local Security Committees. 
  • Participate actively in defining, analysing and putting in place a consistent and adapted security management system. 
  • Contribute to any reflection to develop and improve the quality of the security strategy.
  • Efficiently collect, analyse and report all relevant security information in order to minimise exposure of Enabel staff to security risks.
  • Coordinate the security training plans in order to ensure that Enabel staff and families of staff on mission receive adequate briefing and information and are immersed in the basic security rules and behaviour rules
  • Ensure that all security information is formalised and capitalised on in order to disseminate it to Enabel teams

Your profile

 

Required qualifications

  • Honours ’s degree in logistics management and/or security or any related field.

 

Required experience 

  • Minimum 5 years of experience in international organisations operating in the cooperation sector and/or humanitarian aid in the broad sense (agency, NGO, association).

 

Required skills, knowledge & Requirements of the job

  • Good knowledge of operational security management in instable settings; 
  • Knowledge of relevant IT and communication tools; 
  • Good language skills (French or English and Portuguese); 
  • Experience in managing international cooperation programmes is an asset.
