The Belgian government, the European Union, several financial partners, the governments of other countries and the private sector call on Enabel's expertise. We also work with public departments, research institutes and civil society organisations to enable meaningful social change.
With 2,500 staff, Enabel manages more than 200 projects in more than twenty countries, in Europe, Africa and the Middle East.
Context
Enabel – in partnership with the Belgian Police, Coginta and the Global Initiative Against Transnational Organized Crime (GI-TOC) – is implementing the CITOC programme, a regional initiative aimed at combating illicit trafficking and transnational organised crime (TOC) in West Africa and Cameroon. Operating along key trade and transport corridors (notably Abidjan–Lagos, Abidjan–Ouagadougou, Dakar–Abidjan and Cotonou–Niamey), CITOC seeks to strengthen law enforcement capacities, enhance regional cooperation, and support human rights-based, evidence-driven responses to organised crime.
The project will focus on:
- Developing Local Security Interventions (LSIs) based on threat assessments;
- Strengthening multi-agency and cross-border cooperation (notably via ECOWAS and WAPCCO);
- Supporting evidence-based policy development through research and the EMPACT methodology;
- Promoting community engagement, accountability, and integrity in law enforcement.
A dedicated regional team will support implementation, under the leadership of a Regional Project Manager, ensuring strategic coordination across countries and partners. Within this team, the Regional Police Expert will provide thematic and technical guidance on policing, law enforcement cooperation and the design, implementation and learning around LSIs.
