Background
The 2023–2029 Belgium–Mozambique cooperation programme, implemented by Enabel, focuses on addressing climate challenges with a strong emphasis on water, energy, and waste management, as well as supporting energy transition and reducing climate-related losses. Mozambique remains highly vulnerable to recurrent droughts, floods, cyclones, and rising temperatures, which disproportionately affect rural and low-income communities, undermining livelihoods, food security, and energy access.
Within this context, the project aims to strengthen climate resilience and reduce emissions by expanding access to decentralized renewable energy and promoting climate-smart productive uses. It supports the institutional and technical strengthening of the national energy fund (FUNAE), the development of private-sector-led mini-grids, and the deployment of solar-based solutions. By addressing key barriers to rural electrification, the initiative is expected to benefit directly over 66,000 people, of whom 52 percent are women and contribute to sustainable, long-term off-grid energy development in Mozambique.
Job description
- You coordinate the integration of Gender Equality and Social Inclusion (GESI) principles across all project components, ensuring alignment with Enabel's Gender Action Plan (GAP) and environmental and social safeguards framework.
- You contribute to translating GESI commitments into concrete, measurable actions within project annual planning & budgeting, implementation, and monitoring.
- You are responsible for ensuring that women, youth, and vulnerable groups are meaningfully included and benefit from mini-grid development, PURE investments, and capacity-building activities.
- You ensure that gender-responsive and social inclusion approaches are embedded in institutional strengthening efforts, particularly within FUNAE.
- You support the integration of GESI considerations into project preparation processes, including site selection, community engagement, and tendering.
- You contribute to the design and implementation of inclusive stakeholder engagement and awareness-raising activities.
- You ensure that GESI requirements are incorporated into concession agreements, grant mechanisms, and performance-based financing.
- You support the monitoring of social risks, including exclusion and SEA/SH, and contribute to mitigation measures.
- You collaborate closely with project teams, national partners, and private operators to strengthen their capacity to promote inclusive and gender-responsive energy solutions.

Your profile
Required qualifications
- Master’s degree in social sciences, gender studies, development studies, or a related field.
Required experience
- Minimum 3–5 years of relevant experience in gender equality, social inclusion, or community development in development programmes.
- Proven experience in integrating GESI into project design and implementation.
- Experience in energy, climate, or infrastructure projects is an asset.
- Experience with donor-funded programmes and safeguards frameworks (e.g. GCF) is an advantage.
Required skills and knowledge
- In-depth knowledge of gender equality, social inclusion, and do-no-harm principles.
- Strong understanding of social safeguards, stakeholder engagement, and inclusive development approaches.
- Ability to translate strategies into practical tools, indicators, and actions.
- Strong facilitation, communication, and capacity-building skills.
- You are result-oriented and proactive, with strong analytical and problem-solving abilities.
- You demonstrate cultural sensitivity and the ability to work effectively with diverse stakeholders.
- You are fluent in spoken and written Portuguese and English.
