Project Manager Skills & Employment (m/f/x) – Namibia
Enabel is the Belgian agency for international cooperation. With our partners, we develop ideas and implement projects addressing urgent global challenges, such as climate change, social and economic inequalities, demographic trends, peace and security.
We have over 25 years' experience in areas ranging from education, health care and social protection, food systems, environmental protection and biodiversity, economic development and employment, financial and administrative governance... The Belgian government, the European Union, several financial partners, the governments of other countries and the private sector call on Enabel's expertise. We also work with public departments, research institutes and civil society organisations to enable meaningful social change.
With 2,500 staff, Enabel manages more than 200 projects in more than twenty countries, in Europe, Africa and the Middle East.
Background
As part of a new partnership with Namibia, Enabel is currently developing three strategic projects. Two of these initiatives are funded by the European Union and focus respectively on skills development and on port development (regional corridors). These programmes are complemented by Belgian funding designed to reinforce their impact and ensure a coherent and integrated approach.
Building on these first collaborations, Enabel aims to establish a long-term presence in Namibia (opening of an embassy planned for 2027) and progressively expand its scope of action through close cooperation with national authorities, as well as technical and financial partners active in the country.
This momentum is part of Belgium’s growing engagement in Namibia, notably marked by the planned opening of a Belgian Embassy in 2027. Through its interventions, Enabel seeks to contribute to the country’s energy transition, green industrialisation, port development and sustainable job creation, while strengthening Belgium’s strategic, economic and diplomatic presence in Southern Africa.
Drawing on its recognised expertise, Enabel provides high-value technical and institutional support at the intersection of energy systems, port and logistics infrastructure, green industrialisation, governance and economic development. This approach is fully aligned with Namibia’s national development priorities, Belgian economic interests, and the European Union’s objectives under the Global Gateway framework.
