Communication Officer-Projects (m/f/x) – Ramallah

Background

 

Enabel implements a diversified portfolio of interventions in Palestine, including the bilateral Belgium–Palestine cooperation programme, several European Union–funded projects, and a recently established Pillar 3 focusing on emergency response, early recovery and reconstruction linked to Gaza.

 

These interventions are implemented in a highly constrained and politically sensitive environment, characterised by institutional pressure on Palestinian counterparts, evolving security constraints, high donor visibility requirements, and significant humanitarian and recovery needs. Across its portfolio, Enabel places strong emphasis on results-based management, learning, accountability and conflict-sensitive approaches.

 

In this context, Enabel is strengthening its project-level communication capacity and is therefore opening the position of Communication Officer – Projects, based in Ramallah to support the Palestine portfolio.

 

Under the supervision of the Programme Manager, the Communication Officer (Projects) supports multiple interventions within the Enabel Palestine portfolio by planning and implementing project-level communication and visibility activities in line with project logframes, donor requirements and Enabel communication guidelines.

 

 

The main responsibilities include:

 

  • Developing and implementing project-level communication plans.
  • Producing communication products (stories, briefs, visuals) that accurately and clearly reflect project results, lessons learned and good practices.
  • Ensuring correct application of donor and Enabel visibility requirements across project activities and events.
  • Providing communication inputs to project reporting, learning and capitalisation processes.
  • Supporting Project Managers and MEAL officers in identifying communication-relevant results.
  • Providing communication support for project events such as launches, workshops and field visits.
  • Maintaining project-level archives of communication materials.
  • Coordinating with external service providers for the production of communication outputs, when required.
  • The function requires strong coordination with programme teams, MEAL colleagues and partners, careful distinction between project-level and representation-level communication, and high sensitivity to political and contextual factors.

 

Your profile

 

Required qualifications

Master’s degree in communication, Journalism or any other relevant field.

 

Required experience

  • At least 3 years of relevant professional experience in project communication, preferably within the field of development cooperation or international cooperation.
  • Experience with donor visibility requirements.
  • Experience in fragile or conflict-affected contexts.

Required skills and knowledge

  • Strong analytical writing and storytelling skills.
  • Solid understanding of results-based communication.
  • Familiarity with Communication for Development (C4D) approaches.
  • Ability to produce clear, accurate and context-sensitive communication products.
  • Capacity to work in close coordination with multidisciplinary teams.
  • High level of discretion, flexibility and compliance with security procedures.
  • Result and impact oriented.

Required languages

  • Arabic and English (fluent/professional proficiency). A high level of written and verbal communication skills in both languages is essential for the successful performance of this role.

Specific additional requirements and assets

  • Holds legal authorization to work in Palestine

A salary package that comprises the monthly gross salary in accordance with the West Bank salary scale (Class 5), and Enabel benefits such as 13-month, and school fees allowance for dependants. The exact salary will be defined according the relevant recognised experience for the function.
