The TVET scholarship in Jordan Project aims to expand access to quality technical and vocational education and training for vulnerable and disadvantaged youth in Jordan. Its primary goal is to equip these young people with practical skills and qualifications that enhance their employability and support their integration into the labor market. By addressing financial barriers and promoting inclusivity, the scheme contributes to building a more skilled and resilient workforce, aligned with national development priorities and the needs of the economy.
Enabel Jordan is seeking to recruit a highly qualified candidate to fill the position of “TVET Scholarship Field Officer”, which will work closely with the project manager and the other project team to achieve the project objectives.
Key Responsibilities
- Support the Project Manager in operationalizing the scholarship scheme through the implementation of developed tools, procedures, and manuals in line with project guidelines.
- Responsible for ensuring transparent distribution of scholarships and providing proper documentation and references.
- Coordinate with key partners (MoE, schools, NAF) at the technical level on beneficiary and school assessments, including data collection and needs analysis.
- Support the implementation of awareness campaigns and application processes in target schools through outreach activities and direct support to applicants.
- Facilitate the student selection process by ensuring transparent, criteria-based shortlisting and selection, verifying required documentation, and reporting results to the Project Manager.
- Support the technical monitoring of beneficiaries (e.g., registration, attendance, and performance) and contribute to the implementation of tracer studies through regular follow-up.
- Support teacher training activities by organizing and documenting teacher upskilling initiatives.
- Facilitate access to skills training by identifying training needs and relevant providers, and matching students with appropriate generic skills training opportunities.
- Organize and monitor career guidance activities and work-based learning opportunities.
- Ensure that all activities are inclusive, gender-sensitive, and responsive to the needs of people with disabilities.
Your profile
Education:
- Bachelor’s degree in education, TVET, Educational Management or Leadership, Social Sciences (with focus on youth, education, or workforce development), Development Studies (with relevance to education or skills), Public Administration (with education or youth focus).
Specific competences or knowledge required:
- At least 2 years of professional experience in designing, implementing, or supporting TVET, skills development, scholarship programs, ideally with a focus on vulnerable youth, gender inclusion, or labor market integration in Jordan.
- In-depth knowledge of the TVET system and policies in Jordan, including its structure, governance, and recent reforms (e.g., MoE policies and BTEC integration).
- Proven experience in work-based learning, career guidance, and school-to-work transition mechanisms.
- Strong familiarity with the northern region of Jordan, including the TVET ecosystem, local communities, cultural context, and socio-economic dynamics.
- Basic experience and/or knowledge in supporting business incubation, start-up initiatives, or enterprise development within educational or training environments.
- Awareness of labor market needs and priority sectors for youth employment and entrepreneurship in Jordan
- Understanding of scholarship program management, including design, implementation, beneficiary selection, and monitoring
- Practical knowledge of cross-cutting themes (gender, decent work, PWD, digital, innovation, etc.)
- Strong communication, facilitation, and capacity-building skills for working as a field officer with schools and marginalized groups.
- Experience working for EU-funded projects is an asset

- A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 4), and benefits including a 13th month salary. The exact salary will be defined according to the relevant recognised experience for the function.
