Enabel is the Belgian Development Agency. It carries out Belgian governmental cooperation. The Agency also implements actions for other national and international organisations. Together with its Belgian and international partners, Enabel provides solutions to address pressing global challenges: climate change, urbanisation, human mobility, peace and security, social and economic inequalities, and global citizenship. Context

 

Enabel is planning to launch a new project funded by the European Union in The Gambia (anticipated). 
The “Boosting Gambian Talents” project aims to strengthen Gambian human capital notably through the operationalization of short-term mobility programs, business development support services and financial services. The project will also promote an evidence-based dialogue on mobility and entrepreneurship.

The project implementation requires strong multi-partnership engagement. Actors from the economic, entrepreneurial, diaspora, and migration areas, all have their place, at different points in the preparation, implementation and follow-up.

 

Job description

 

The MEAL Officer assumes responsibility for:

  • Guarantee the existence, quality, reliability and adaptation of the results monitoring and learning system of interventions in the Gambia
  • Ensure that the interventions have relevant information about results and actually use it for decision-making, learning and rendering accounts of results achieved against the fixed objectives

 

Expected results of the function:

  • You support the development of the project baseline, with implementation and monitoring of the necessary elements (indicators) of the logical framework as defined in the Baseline, resource needs necessary for the system identified.
  • You align Project logical framework with Enabel’s corporate MEAL standards
  • You put in place the monitoring and evaluation system to guarantee the planning and operational monitoring of the program, its results and its impact in conjunction with stakeholders.
  • You put in place and monitor information collection system, including information necessary to establish the baseline situation. Collect data, use an periodic reports on the activity indicators established.
  • You computerize tool for data management and spatialization (database, GIS) designed and developed.
  • You support the integration of cross-cutting themes (gender, youth, diaspora engagement in to MEAL practices
  • You capitalize and manage the project's knowledge.
  • You document and analyze entrepreneurial mobility outcomes, partnerships, and job creation and ecosystem strengthening impacts for evidence-based learning.
  • You facilitate learning sessions with the project team and with partners to identify bottlenecks and and challenges.
  • You set up a feedback system/mechanism form entrepreneurs, diaspora and implementation partners for project improvement.
  • You train project team and decentralised service agents in data collection and exploitation methodology

 

Profile

 

Degree level

  • Bachelor's degree in monitoring and evaluation/ development studies, statistics/applied social research, project management with MEAL specialization, economics/ development economics

 

Experiences required

  • Monitoring and evaluation of projects / development program
  • Development of tools and methods for monitoring and evaluation and change and capitalization of experiences
  • Master of project management tools: baseline, quarterly and annual monitoring, GIS;

 

Specific competences or knowledge considered an asset :

  • Change management methodology and risk management in the public or private sector are an important asset
    Advice, coaching, monitoring and control on the entrepreneurial ecosystem in the Gambia

 

Languages:

  • English and possibly French, Mandinka, Wolof
