Enabel is the Belgian Development Agency. It carries out Belgian governmental cooperation. The Agency also implements actions for other national and international organisations. Together with its Belgian and international partners, Enabel provides solutions to address pressing global challenges: climate change, urbanisation, human mobility, peace and security, social and economic inequalities, and global citizenship. With more than 2200 employees, Enabel manages some 150 projects in around twenty countries, in Europe, Africa and the Middle East.

Context

Funded by the European Union and implemented by Enabel, in The Gambia,  the “Boosting Gambian Talents” project seeks to strengthen Gambian human capital through short-term mobility programs, business development and financial services for actors of the entrepreneurial and professional training ecosystems, and to reinforce skills development and socio-economic opportunities for young Gambians. The project will also foster evidence-based dialogue on mobility and entrepreneurship. 

Effective implementation depends on strong collaboration among economic, entrepreneurship, diaspora and migration stakeholders throughout project preparation, delivery and follow-up. 

Job description

Under the supervision of the Project Manager, the expert provides technical leadership on technical and vocational educational training, notably through the management of direct grants with international NGOs running local community-owned TVET Centres in strategic areas in The Gambia, technical assistance to other (private) training centres, and support to the national institution NAQAA. A strong leadership is also expected on the promotion of specific skills notably through the coordination of the organization of national skills competitions.

Expected results of the function:

• You coordinate the work with the TVET ecosystem in the Gambia;
• You engage with the diaspora for the mobilization of expertise and investment;
• You ensure dialogue and concertation between public and private sectors;
• You actively engage and coordinate with your other colleagues involved in the other aspects of the project, especially regarding private sector development and employment;
• You continuously update information to feed the M&E systems and assess the performance of the intervention;
• You update factual data (evidence) for decision-making purposes, ensuring a real learning dynamic by constantly monitoring activities and encouraging short learning loops; 
• Contributing to the preparation of evaluation exercises and other formulations, as well as actively contributing to capitalisation, action research and communication exercises.

Profile

Degree level

• Master's degree in Education, TVET, Human Resource Development, Economics, Labour Studies, Business Administration or related field;

Experiences required

• At least 5 years' experience in skills development and youth employability programs;
• At least 2 years of experience in the mobilization of private sector actors; 
• At least 2 years' experience in the international cooperation sector working with donor-funded programs;
• Demonstrated experience in TVET reform, labour market linkages, private sector engagement and employment promotion;
• Experience in supporting the management of partnerships (NGOs, associations, private sector, etc.);
• Excellent communication, exchange and listening skills; 
• Ability to adapt to changes in the environment by proposing innovative solutions; 
• Practical knowledge of cross-cutting themes: gender, decent work, the environment and innovation.

Specific competences or knowledge considered an asset :

• Strong knowledge of competency-based training, apprenticeship systems, quality assurance and monitoring & evaluation;
• Experience in Sub-Saharan Africa and knowledge of the Gambian context.

Languages:

• English and possibly French, Mandinka, Wolof
