Background

 

The EU Circular Economy Action Plan (CEAP) provides Europe with a clear roadmap to transition to a circular, low-carbon economy at home, and to work with partners around the world. The EU aspires to set a credible example, and to use its full external action toolbox to promote the Circular Economy (CE) transition globally.  

 

In line with this ambition, the proposed action aims to capitalise on the EU CE know-how and pathway, including EU policies and regulations, technologies, business models and the green investment agenda.  

 

The overall objective is to increase the uptake of sound CE policies and business models, based on peer-to-peer exchanges and partnerships between EU and third country stakeholders. The action intends to partner with EU Member State agencies and institutions to operate an EU CE resource centre, including:  
(i) an EU CE Knowledge Lab that documents and consolidates EU CE knowhow through partner country lenses, and makes it available to partner country stakeholders in a mutually benefiting way through dialogue and exchange of experiences, good practices, learnings, and innovative approaches, helping them solve individual challenges in different contexts;  
(ii) an EU CE Policy Lab offering technical assistance on policy issues through peer support, exchange of best practices and acceleration programmes to inspire policy development; and  
(iii) an EU CE Business Lab supporting partner country businesses to go circular, with CE market outlooks, business opportunity scans, and benchmarking assessments, as well as showcasing innovative circular solutions and facilitating match-making with EU companies.   

 

The centre is expected to facilitate regular coordination among EU and other donor supported CE initiatives, such as Team Europe Initiatives on CE (e.g. ASEAN, Peru) and the SWITCH programmes. 

 

The global budget of the action is 15 million euros, to which the Finnish Ministry of Foreign Affairs also contributes with an additional 3 million euros.    
SITRA will implement the Policy and Knowledge labs for approximately 10 million euros and Enabel will implement the Business lab for approximately 5 million euros. 

Job description

 

  • You are responsible for the good execution of the project (content, planning, budget, quality);
  • You coordinate the realisation of the activities with a view of achieving the project objectives;
  • You support the persons indicated to lead the change process;
  • You contribute to capacity development of partner organisations;
  • You coordinate the learning process on how an intervention contributes to the development of the sector;
  • You lead the team placed under your hierarchical responsibility;
  • You ensure that relevant results information is available for monitoring and evaluation in order to allow monitoring of performance, decision-making, learning and reporting.

Your profile

 

Required qualifications

  • Master’s degree 

 

Required experience 

  • Minimum 5 years of relevant experience in steering international development projects;
  • Minimum 5 years of relevant experience in Circular Economy;
  • Minimum one relevant professional experience outside your country of origin;
  • An experience as team manager;
  • Experience in several projects is an asset.

 

Required skills and knowledge

  • Excellent communication skills, oral and written (important reporting activities)
  • Capacity to manage people and coach a small team of colleagues
  • Capacity to network easily and represent Enabel in diverse fora
  • Good coordination capacities (global vision)
  • Good understanding of the specific context and needs of the circular economy sector and actors overall
  • Understanding, knowledge and sensitivity to environmental & climate issues.  
  • You are result oriented;
  • You are fluent in spoken and written French or Dutch. Considering the international environment in which you work, excellent knowledge of French and English is required.

We offer you

 

  • An interesting and varied job in an international environment.
  • A contract of around 55 months. 
  • You mainly work in Brussels and have average 4 to 6 international travels/year, about one week each. 
  • You are employed by Enabel in the function of “Project Manager”. A salary package that comprises the monthly gross salary (Class 6) as well as meal vouchers, hospitalisation/healthcare insurance, a group retirement savings plan, 24h/24h ETHIAS-Assistance, 13th month, double holiday allowance and 100% reimbursement of public transportation costs.
