Background
Enabel in Uganda is seeking to recruit a Technical Officer in Clinical Services based at Bugembe Health Center IV in Busoga region.
Your Tasks
- You will improve the quality of maternal and newborn health services by leading quality improvement initiatives, implementing Ministry of Health standards, and providing clinical mentorship to strengthen emergency care.

You will build the capacity of health facility teams through training, mentorship, and coaching to enhance clinical skills and overall service delivery.

You will strengthen local governance and accountability systems by supporting Health Unit Management Committees, promoting citizen feedback mechanisms, and improving leadership and management practices.

You will support data management, reporting, and coordination by ensuring effective data use, documenting results and lessons learned, and collaborating with district authorities and partners.

Person Specifications
- Master’s degree in Public Health or a related field.

and Bachelor’s degree in Midwifery, Nursing, or Medicine (MBChB), with a valid practicing license.

At least 5 years of experience within the Uganda health system, with strong exposure to maternal, newborn, and child health (MNCH) programming and district or facility-level operations.

Strong skills in midwifery and obstetrics, with proven ability to provide clinical mentorship, training, and quality improvement support.

Good understanding of district health systems, local governance structures, and accountability mechanisms, including experience working with Health Unit Management Committees and health performance review processes

Experience in data collection, analysis, reporting, and use of health information for decision-making and learning

Strong interpersonal, collaboration, and communication skills, with the ability to work independently, manage multiple tasks, and engage effectively with health workers, government stakeholders, and partners.
