Background

 

The 2023–2029 Belgium–Mozambique cooperation programme, implemented by Enabel, focuses on addressing climate challenges with a strong emphasis on water, energy, and waste management, as well as supporting energy transition and reducing climate-related losses. Mozambique remains highly vulnerable to recurrent droughts, floods, cyclones, and rising temperatures, which disproportionately affect rural and low-income communities, undermining livelihoods, food security, and energy access.

 

Within this context, the project aims to strengthen climate resilience and reduce emissions by expanding access to decentralized renewable energy and promoting climate-smart productive uses. It supports the institutional and technical strengthening of the national energy fund (FUNAE), the development of private-sector-led mini-grids, and the deployment of solar-based solutions. By addressing key barriers to rural electrification, the initiative is expected to benefit over 66,000 people directly and contribute to sustainable, long-term off-grid energy development in Mozambique.

 

Job description

  • You coordinate the design and implementation of comprehensive capacity building interventions aimed at strengthening institutional, technical, managerial and fiduciary capacities, ensuring alignment with project objectives and climate finance requirements.
  • You contribute to the achievement of project results by translating organizational and HR assessments into structured, demand‑driven capacity‑building action plans, and by supporting their effective execution across all project components.
  • You are responsible for leading and operationalizing twinning arrangements, peer‑to‑peer learning initiatives, and targeted training and reskilling programmes, as well as monitoring progress against institutional and individual capacity development objectives.
  • You ensure that capacity‑building interventions are embedded in day‑to‑day operations, strengthen governance, systems and processes, and comply with national and international standards.
  • You facilitate institutional change processes by advising stakeholders on organizational improvements and supporting the implementation of reforms that enhance performance, coordination and sustainability.
  • You ensure continuous monitoring, evaluation and learning by tracking progress, documenting lessons learned, and feeding evidence‑based insights into project reporting and strategic decision‑making.
  • You ensure close coordination with relevant stakeholders, including private sector, technical experts, donors and partner institutions, to enhance collaboration and support the effective functioning of coordination platforms and related initiatives.

 

Your profile

 

Required qualifications

  • Master’s degree in public administration, Organizational Development, Development Studies, International Development, or a related field with a strong focus on institutional strengthening, governance, and capacity development.

 

Required experience 

  • Minimum 5 years of relevant experience in development cooperation, preferably in institutional strengthening, organisational development or public sector support;
  • Experience in multi‑stakeholder environments involving public institutions, donors and implementing partners is an asset.
  • Experience in energy, climate finance or infrastructure programmes is a strong asset.

 

Required skills and knowledge

  • In-depth knowledge of capacity development methodologies (organisational and HR assessments, skills‑gap analysis, action planning and implementation);
  • Strong knowledge of programme/project cycle management and monitoring, evaluation and learning (MEL), including theories of change;
  • Good understanding of governance systems, fiduciary requirements, safeguards and donor compliance frameworks;
  • You are result oriented;
  • You demonstrate strong analytical, facilitation and communication skills and are able to translate assessments into actionable institutional reforms;
  • You are proactive, adaptable and capable of working in complex and evolving environments with multiple stakeholders;
  • You are fluent in spoken and written Portuguese and English.
