Enabel, the Belgian development agency, has been implementing Belgium's international development policy for almost twenty-five years. Our mission is to contribute to the achievement of sustainable development goals. Every day, our teams strive to build a sustainable and equitable world.    

The agency manages more than 170 projects in 21 countries. One of these projects is the Junior Programme, a real professional springboard and a promoter of global awareness. It has been running since 2006.   

Its aim is twofold: to promote sustainable international solidarity by recruiting young European talent and enabling them to develop their skills abroad. 

 

Junior Programme 

With this vision in mind,  the Junior Programme defines itself as a "talent spotter" and a "career booster".  

Through their experience talents develop the competences to actively and sustainably engage in achieving the Sustainable Development Goals. The Junior Programme aims to make them active and critical global citizens who are committed to the SDGs.  

 The Junior Experts work minimum 1 and maximum 2 years in an Enabel project  or in a project of one of the Non-governmental organisations (NGO) that are affiliated with the Junior Programme.   

The Junior Programme only accepts young people of maximum 30 years old.

Context

The overall objective of the "WeWork"-project is that young people, especially young women, acquire skills and find decent jobs or entrepreneurship opportunities in agriculture and the green and sustainable economy. It focuses on providing young people with the right vocational skills and genuine opportunities to generate an income and contribute to the economy through sustainable, decent work. An economic sector logic approach is being followed, with a focus on specific value chains in agriculture and the green economy. Skills development is at the core of WeWork Project. It consists of both formal and non-formal skills development pathways. The formal pathway is led with vocational training institutes (VTI). Enabel provides technical and financial support.
The non-formal pathway is undertaken through the Skills Development Fund (SDF) project. SDF is an innovative and large-scale (over 7000 beneficiaries, consisting of vulnerable youth and women) non-formal skilling project. It requires effective day-to-day work on designing, implementing and monitoring grant procedures.

 

Job description

Together with the team and under the guidance of the direct supervisor, the Junior Expert will work with grantees (partner organizations) to build their capacity in grant management, contribute to the quality assurance of the grant and support the monitoring and evaluation of the grant and its outputs as well as knowledge management process in the green economy sector.  The JE preferably has prior experience and interest in green economy (in particular sustainable tourism and/or renewable energy).

Required training/degree (eliminatory on CV): 
Master or Professional Bachelor’s Degree

  • Political sciences/ International relations/ Diplomacy

  • Sociology/ Anthropology/Social work

  • (Green) Economy/Commercial engineer/Marketing

  • Development studies

  • Sustainable tourism

 

Required specific knowledge (eliminatory on CV): 

  • Professional experience in data base management (3 min. months)

  • Experience in collection and analysis of quantitative data through (min 3 months) 

  • Experience in capacity building (e.g. by giving trainings, 1 on 1 follow-up,… - min. 3 months)
     

Preferred assets (not eliminatory on CV): 

  • Knowledge of project cycle management and/or grant management

  • Knowledge and keen interest in the sectors of agriculture, tourism & hospitality or any other green economy related field

  • Knowledge on Vocational education and training 

  • Sound communication, stakeholder management and relationship skills.
     

Language skills: 

  • English (working language) 

  • Dutch: basic knowledge (level A2) -  If level is not more than A2: good knowledge of French required for the selection interviews

  • French: basic knowledge (level A2) -  If level is not more than A2: good knowledge of Dutch required for the selection interviews

Selection criteria and stages

The selection of the applicant for each job opening is made in 5 eliminatory stages. 

Step 1 - Screening of CVs 

We check that you meet the admission requirements by 29 September 2024  

1. Hold Belgian nationality or be a citizen of a member state of the European Economic Union or the Swiss Confederation. 

2. Born after 29 september1993. 

3. Respect the specific criteria related to the job (diploma, experience, languages, etc.); 

Step 2 – Written test 

You are invited to do several online psycho-technical tests; 

Step 3 - Oral test in the form of a motivational interview (online) 

We will check your motivation to participate in the Junior Programme on the one hand and on your motivation for the  specific functions for which you have applied on the other hand; 

Step 4 - Oral test in form of Assessment Center (face-to-face) 

During a group exercise followed by an individual interview, you will be evaluated on 5 skills considered essential to succesfully fulfil the mission of a Junior Expert. 

Step 5 - Interview with the field project team (online) 

During this last step, the project team will go a bit deeper into the technical skills and experience for the job of each candidate and check whether you fit in the team. They will take the ultimate decision on which candidate to recruit.
