Background

The RiSE 2 Project (Resilience in Schools of East Jerusalem), co-funded by the European Union and Enabel, is seeking qualified professionals to contribute to a strategic initiative aimed at improving the educational environment and community resilience in East Jerusalem.

 

East Jerusalem faces significant educational challenges, including high poverty rates, limited employment opportunities, inadequate school infrastructure, and restricted access for students and teachers. Building on the success of previous initiatives (RiSE 1 and the Belgian-funded School 4 project), RiSE 2 aims to expand and deepen the impact of these efforts.

 

The general objective of RiSE 2 is to strengthen the resilience of Palestinian communities in East Jerusalem by enhancing access to quality, inclusive education and cultural services. This will be achieved through:

 

  • Upgrading school infrastructure and creating safe, inclusive learning environments;

  • Developing school playgrounds and adjacent public spaces accessible after school hours;

  • Promoting extracurricular activities and cultural programming within school premises;

  • Encouraging community participation and ownership through inclusive and participatory approaches

 

The Action will be implemented by Enabel under its own management and RiSE 2 will operate in synergy with the Belgian bilateral cooperation program. Particularly with two specific objectives: Quality Education Learning and Youth Protection and Civil Engagement. This synergy will enable co-execution of activities and shared use of resources such as offices, vehicles, personnel, supplies, and joint audit, evaluation, and communication tools. Staff may be shared across RiSE 2 and other related projects to ensure efficiency and coherence.

 

Job description

As the Project Manager for the RiSE 2 programme, you will report to the Portfolio Manager for Palestine. You will lead a team of 3 people and oversee the activities developed in the framework of the project. In addition to the specific project activities, this includes the technical follow-up of the grants awarded to Civil Society Organisations (CSOs), the relationship with Jerusalem Directorate of Education (JDoE) and Palestinian Ministry of Education (MoE).

Responsibilities:

 

  • You are responsible for the good execution of the project (content, planning, budget, quality);

  • You coordinate the realisation of the activities with a view of achieving the project objectives;

  • You support the persons indicated to lead the change process;

  • You contribute to capacity development of partner organisations (JDoE, MoE);

  • You coordinate the learning process on how an intervention contributes to the development of the sector;

  • You lead the team placed under your hierarchical responsibility;

  • You ensure that relevant results information is available for monitoring and evaluation in order to allow monitoring of performance, decision-making, learning and reporting.

 

Your profile

Required qualifications

  • Master’s degree in educational sciences, educational policy and planning, economics of education, teacher education.


Required experience

  • Minimum 5 years of relevant experience in steering international development projects;

  • Minimum 5 years of relevant experience in the field of education and teacher education systems in Jerusalem;

  • Experience in strengthening competencies and building capacities of individuals and organisations;

  • Experience in working with various partners and stakeholders;

  • An experience as team manager;

  • An experience with procedures of EU-funded projects and programmes is an asset;

  • Experience in several projects is an asset.


Required skills and knowledge

  • In-depth knowledge of project management methodologies;

  • High coordination, management, team building, networking and communication skills;

  • Profound understanding of educational policies, teacher education, civil society actors and activities;

  • Profound understanding of education challenges in East Jerusalem;

  • Working knowledge of education and teacher education in Palestine;

  • Capacity to facilitate discussions/activities/workshops on the articulation of activities-outputs-outcomes and impact;

  • Monitoring and evaluation competences;

  • You are result oriented;

  • You are fluent in spoken and written Arabic. Considering the working language of the international environment in which you work, an excellent knowledge of English is required.


Specific additional requirements and assets

For access reasons, and due to exceptionally challenging access restrictions:

  • Permanent residency in Jerusalem is a requirement;

  • Effective residency on the East Jerusalem side of the separation barrier is considered an asset.

  • A contract of 43 months. You are based in East-Jerusalem with missions to some neighbouring areas in the West Bank.

 

  • You are employed by Enabel in the function of “Project Manager”. A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and Enabel benefits such as 13-month, and school fees allowance for dependants. The exact salary will be defined according the relevant recognised experience for the function.

The various amounts vary in function of relevant recognised experience for the function and family composition.
