Background

 

Enabel initiates the implementation of the second phase of the Resilience in Schools of East Jerusalem Project (RISE|), a 4-year initiative funded by the European Union Delegation in Palestine. The project aims to create inclusive, safe, sustainable, and accountable schools that offer high-quality education to all—especially to vulnerable and disadvantaged children. It focuses on improving school leadership, teaching quality, accessibility, and support for students with disabilities, while prioritizing areas with underprivileged populations. Rehabilitation will follow child-friendly and disaster-resilient designs, promote gender equality, and strengthen partnerships among schools, families, and communities. Environmental sustainability will be encouraged through eco-friendly construction, energy and water efficiency, and student-led environmental initiatives.

In East Jerusalem, where public space and institutional capacity are limited, the project will build on RiSE 1 by creating semi-public spaces managed by Civil Society Organizations to enhance community ownership, social cohesion, and cultural life. It may also develop fully public spaces managed by Palestinian municipalities, where possible. Additionally, the project will expand extracurricular programs in the arts, sports, languages, STEM, and environmental education to foster student engagement, develop life skills, and promote positive learning attitudes.

 

Enabel Palestine is seeking to recruit a highly qualified candidate to fill the position of “Education Officer”, which will work closely with the project manager and the other project team to achieve the project objectives.

 

 

Job description

  • Support the implementation of education activities focused on inclusive, equitable, and quality learning.
  • Provide technical assistance to schools on inclusive education, child protection, and gender-responsive teaching practices.
  • Provide technical support to develop a needs assessment for MHPSS and Inclusion, including designing the survey, analysing data to identify gaps and priorities, and synthesizing findings into a formal report to guide program, and improve educational process with high quality based on the standards of an effective school.
  • Coordinate teacher and school leader capacity-building programs on inclusive pedagogy, classroom management, and student-centered learning.
  • Designing and overseeing the capacity building program for School leaders, teachers and counsellors, based on MoE and JDoE identified gaps, and ensure alignment with MoE national priorities to advocate to student educational, social needs.
  • Facilitate the integration of assistive learning materials and accessibility measures for children with disabilities.
  • Support the design and rollout of extracurricular programs in arts, sports, languages, STEM, and environmental education.
  • Establish an integrated educational model that strategically connects quality learning with targeted investments in STEM development and comprehensive psychosocial assistance.
  • Ensure educational interventions are aligned with national curriculum frameworks and National priorities.
  • Support collaboration between schools, families, and communities to foster shared responsibility for student learning.
  • Collect and analyse data on learning outcomes, attendance, inclusion, and school effectiveness.

 

Your profile

 

  • You hold a master’s degree in education or social science, an additional training and specialized certificate in the Education field, is considered as an asset.
  • Minimum 2 years of professional experience in education program implementation, preferably in inclusive education or community-based education projects.
  • Experience working with marginalized communities or in politically sensitive contexts (East Jerusalem experience an advantage)
  • Excellent communication, facilitation, and partnership-building skills.
  • Proven experience working with UN agencies, international or local NGOs, or development organizations is required.

Required skills and knowledge

 

  • You have a Strong understanding of inclusive education principles and child protection frameworks.
  • You have excellent knowledge of the education sector in East Jerusalem.
  • You build strong proposals and bring innovative solutions to issues you encounter.
  • You are able to work and evolve in a changing environment.
  • You have a strong affinity with and easily use various digital tools and new technologies.
  • You have excellent analytical and writing skills.
  • Your specific skills in leading meetings, workshops and groups are an asset.
  • You are fluent in spoken and written Arabic. Considering the working language of Palestine and the international environment in which you work, excellent knowledge of English is required.

  • Permanent residency in Jerusalem is a requirement

  • A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 5), and benefits including a 13th month salary. The exact salary will be defined according to the relevant recognised experience for the function.
