Background


The war in Ukraine has caused and continues to cause widespread devastation. In the process, civilian infrastructure has been damaged, communities disrupted and millions of people displaced inside and outside the country. 
 

Belgium is determined to support the Ukrainian people and counter the effects of the war and wants to contribute to reconstruction. This commitment was reaffirmed in the Joint Security Commitments between the European Union and Ukraine, signed on 27 June 2024:  “The European Union is determined to continue providing Ukraine and its people all the necessary political, financial, economic, humanitarian, military and diplomatic support for as long as it takes and as intensely as needed.”
 

The BE-RELIEVE programme is part of this wider EU effort and will be implemented in a difficult security context given ongoing Russian aggression. With a budget of EUR 150 million, BE-RELIEVE focuses on the following sectors: energy security and efficiency, health and social protection, education and employment. It focuses mainly on the Chernihiv and Kyiv regions and at the national level. However, depending on the evolution of the situation on the ground, other regions may also be considered.
 

Job description


As lead expert/intervention manager, you ensure overall progress of the implementation and technical dialogue related to the Health and Social Protection Programme, ensuring both timely and qualitative implementation.
You provide technical input into the broader policy dialogue and support UA authorities on their way to EU integration.

You provide technical expertise for health and social protection initiatives and activities under BE-Relieve.

You work with authorities and partners to plan, develop and implement initiatives and activities under the programme.
 

Tasks
 

  • Responsibility coordinating and managing the project team.
     
  • Strategic coordination for synergy and coherence between result areas.
     
  • Close cooperation with national and international experts and partners.
     
  • Supervision of project staff and liaison with partner contacts.
     
  • Ensure alignment with national strategies and local development plans.
     
  • Ensure complementarity and synergy with other structures, projects and programmes.
     
  • Support operationalisation and implementation of health and social protection components.
     
  • Achieve output indicators and monitor progress towards outcome indicators.
     
  • Collaborate with infrastructure team and public health experts for result areas.
     
  • Intensively collaborate with Project Officer M&E and Learning for data collection, analysis and reporting.

Your profile


Required qualifications
 

  • Medical doctor with an advanced master's degree/degree (additional master's degree) and/or PhD in public health.
     

Required experience, knowledge and skills
 

  • Relevant experience of at least 7 years as a Public Health Expert in the public sector and/or within an international organisation; including 3 years' experience in institutional support and policy dialogue, and/or in multi-actor programmes.
     
  • Understanding of specific dynamics related to working with special interest groups such as people with disabilities.
     
  • A good knowledge of the strategies and cooperation methods of donors and agencies active in health and social protection.
     
  • Good conceptual thinking skills.
     
  • Demonstrated interpersonal skills and ability to work in a multi-actor environment at central and decentralised levels.
     
  • Communication, presentation and facilitation skills.
     
  • Experience with qualitative and quantitative M&E methods.
     
  • Clear and concise writing skills for reporting, administrative and technical documents.

We offer you

 

  • A varied and rewarding job in an international environment. Enabel recruits you in the position of 'Sector & Thematic Expert'. 
     
  • A 48-months contract. You are based in Kyiv.
     
  • A salary package that comprises the monthly gross salary in accordance with our salary scales (Class 7 ) and Enabel expat benefits such as a remoteness, assignment and hardship allowance, coverage of housing expenses (capped), a moving and installation compensation.
     
  • Given the war situation, the station is a non-family duty station.  
     
  • In case of expatriation without the (dependent) members of the family, up to six additional round-trip travel tickets to the country of origin or another destination (capped in accordance with Enabel rules).
     
  • The duty station may be switched to Brussels (work from home), but with frequent travel to Ukraine (minimum 30%) to the city of Kyiv and the Chernihiv and Kyiv regions. In this case, however, the expat status does not apply.
     
  • Depending on specific partner requests, travel to other regions may be required. 


The amounts vary in function of relevant recognised experience for the function and family composition.
