Enabel in Rwanda is implementing projects funded by third parties (European Union and European Development Actors) in Health, Agriculture, Urbanisation and Forestry.
In Health, active participation in policy dialogue is an important component of the implementation.
Within the Result 3, the Access to quality health products in Rwanda action funded through the European Union aims to support the sustainable implementation of national plans to increase local manufacturing of health products and equitable access for the population and contribute to the delivery of the Global Gateway strategy and Global Health Strategy.
To ensure business continuity, Enabel is internally looking for a Financial and Compliance Expert (f/m).
Duty Station: Kigali with in-country trips

Function:
Working under the direct supervision of the CEO of RMS Ltd and in close collaboration with the KWIGIRA MAV+ Strategic Leadership and Policy Expert, the Financial and Compliance Expert will provide strategic and technical support to:
- Strengthen financial recovery processes and compliance,
- Improve supplier payment efficiency,
- Optimize cash flow and alternative revenue streams,
- Ensure sound financial reporting and audit readiness.
This position is pivotal in aligning RMS’s financial systems and practices with its mission to sustainably ensure access to health commodities.
In general, they will:
- Lead negotiation, drafting, and implementation of financial recovery MOUs with MINECOFIN, MOH, and health insurance schemes.
- Define and implement debt recovery, direct transfer, and reimbursement processes.
- Monitor MOU progress and report against KPIs, aiming for 100% completion
- Ensure MOU results translate into improved cash flow and reduced receivables.
- Design and operationalize fast-track payment procedures for donor-funded commodity suppliers.
- Ensure 90% of supplier payments are processed on time by June 2026.
- Strengthen supplier relations through consistent, efficient, and transparent payments.
- Develop and maintain annual cash flow projection models.
- Identify liquidity risks and advise on mitigation strategies.
- Support investment, debt, and operational expenditure decisions.
- Identify and manage short-term investment opportunities (e.g., money markets, treasury securities).
- Monitor returns with a goal to increase non-operational revenue from RWF 1B to RWF 2B by June 2026.
- Balance liquidity and investment returns to meet operational needs.
- Ensure adherence to internal policies, donor regulations, and national financial standards.
- Prepare timely and accurate financial reports on recovery, payments, cash flows, and investments.
- Facilitate internal and external audits, and support audit readiness.
- Train RMS staff on financial procedures related to MOUs, fast-track payments, and cash flow.
- Recommend updates to financial systems and procedures for increased efficiency and transparency.
Profile:
Qualifications and experience
- Rwandan Citizen.
- Master's degree in Finance, Accounting, or a related field.
- At least 5 years of professional experience in financial management, analysis, and compliance,.
- Previous experience with private sector, parastatal institutions, donor-funded projects and/or international development agencies.
- Familiarity with public health supply chains or healthcare financing is an asset.
Required skills and knowledge
- Good experience in project planning, development, monitoring and evaluation.
- Professional Business administration certification (e.g., CPA, CIA, ACCA, CFRM, CFA, CIMA, etc) is preferred.
- Strong analytical and problem-solving skills, with a solid understanding of risk management.
- Proven knowledge and experience in investment management and strategy execution
- In-depth knowledge of financial regulations and reporting standards.
- Experience in the healthcare sector is an asset.
- Ability to consult, negotiate and manage teamwork, good leadership skills,
- English proficiency (oral and written). French is an asset,
- Ability to contribute effectively to a collaborative governance framework by taking ownership, being accountable, and communicating honestly and transparently.
