Background
Enabel in Rwanda is implementing projects funded by third parties (European Union and Luxembourg) in Health, Agriculture, Urbanisation Forestry and Regional teacher’s initiative in Africa.
The project supports inclusive urban governance and the development of resilient urban infrastructure, with a focus on improving access to safe, functional, and inclusive markets, public spaces, urban mobility systems, and basic services.
The project works with national and local authorities of Bugesera and Rwamagana districts to strengthen:
• Participatory urban planning and governance
• Inclusive design and management of urban infrastructure
• Community engagement in urban investment processes
Ensuring that women, youth, persons with disabilities, informal traders, and other vulnerable urban groups are meaningfully involved in the planning, design, and use of urban infrastructure is a key priority.
To reinforce these dimensions, Enabel is currently looking for a Professional Intern in Social Inclusion (f/m).
Duty Station: Kigali, with field missions to urbanization project areas
Duration of the contract: 6 months extendable once
Expected starting date: July 2026
Function
Under the supervision of the Urbanization Project Manager the intern will support the systematic integration of gender equality, social inclusion, community participation, and stakeholder engagement in the planning, implementation, and monitoring of urban infrastructure interventions, including markets, public spaces, transport and mobility infrastructure, and related urban services under the Urbanization Project.
Key Responsibilities
Gender & Inclusion:
• Integrate gender-responsive approaches into urban infrastructure and support pilot projects;
• Contribute to the collection and analysis of disaggregated data.
• Support gender and inclusion circle activities.
Community Participation:
• Facilitate consultations, ensure community priorities are reflected, and promote inclusive feedback and participation (especially for women and youth).
Stakeholder Engagement:
• Support mapping, coordination, and engagement of public, private, and community stakeholders.
Inclusion Monitoring:
• Track accessibility, safety, and use of infrastructure;
• Identify risks and document lessons learned.
Knowledge Management:
• Contribute to reports and documentation of good practices
Expected Outputs
• At least one small scale community initiative is implemented in Nyamata city by women and youth
• Contributions to project documents that reflect inclusion considerations in markets, public spaces, and other social infrastructures
• Properly documented community consultation and stakeholder engagement processes
• Inputs to progress reports, learning notes, and good practice documentation
• Strengthened availability of data on inclusion and participation in urban infrastructure interventions
• Contribution to the action research and development of related communication products
Profile
Required qualifications
- Rwandan citizenship;
- Age: maximum 25 years old;
- Alumni of the University of Rwanda within 12 months of graduation;
- Completion of a Bachelor or Master's degree in Gender Studies, Development Studies, Social Work or other Social Sciences related fields.
- Must have minimum 70% grade for the final exam (2nd class honours or equivalent).
Skills and knowledge
- Excellent written, interpersonal and communication skills to build trust with partners and ensure strong collaboration
- Ability to use databases and analysis software
- Strong knowledge of Microsoft Office package
- Strong interest in community-based research, gender and inclusion behaviour change communication
- Ability to work with communities and institutional stakeholders
- Proficiency in English and Kinyarwanda; French is an asset
- Team oriented, proactive, and eager to learn
- Ability to contribute effectively to a collaborative governance framework by taking ownership, being accountable, and communicating honestly and transparently.
