Background

 

Belgium is determined to support the Ukrainian people and counter the consequences of the war, and wants to contribute to the reconstruction effort. This commitment was reaffirmed in the joint security commitments between the European Union and Ukraine, signed on 27 June 2024:  ‘The European Union is determined to continue to provide Ukraine and its people with all necessary political, financial, economic, humanitarian, military and diplomatic support for as long and as intensively as necessary.’  

The BE-RELIEVE programme is part of this broader EU initiative and is being implemented in a challenging security context. With a budget of €150 million, BE-RELIEVE focuses on the following sectors: energy security and efficiency, health and social protection, education and employment. It mainly targets the Chernihiv and Kyiv regions, as well as the national level. However, depending on developments on the ground, other regions may also be eligible. 

 

 

Job description

 

The Country People & Talent Manager plays a key role in bringing Enabel’s People & Talent (P&T) strategy to life at national level. You ensure that HR practices not only support the organisation’s mission, but also nurture an inclusive, high‑performance culture fully aligned with local realities and Enabel’s global transformation ambitions.

 

As P&T Manager in Ukraine, you will:

 

🔹 Drive strategic and operational HR excellence

  • Ensure effective HR operations at country level with full consistency, compliance and alignment with Enabel’s strategic objectives.

  • Plan staffing needs, support budget development, guarantee smooth implementation of HR strategies, and advise managers throughout all HR processes.


🔹 Safeguard compliant and efficient HR processes

  • Manage local HR administrative processes for national staff.

  • Act as the key HR contact point for expatriates, ensuring seamless administrative and logistical integration.

  • Guarantee full compliance with national legislation and internal policies.


🔹 Foster learning, wellbeing and continuous development

  • Support employees in building their skills and careers through meaningful learning opportunities.

  • Promote a culture of continuous growth and wellbeing.


🔹 Strengthen engagement and retention

  • Monitor workforce indicators and proactively address the causes of turnover.

  • Reinforce workplace culture, support succession planning and drive internal talent development.


🔹 Empower and coach managers

  • Equip managers with the right tools and knowledge by offering expert advice aligned with the Code of Conduct.

  • Provide training and coaching, act as a strategic HR advisor, and support performance management with clear and measurable objectives.


🔹 Lead organisational change

  • Steer HR transformation initiatives and support managers and their teams throughout change processes, ensuring smooth adoption and long‑lasting impact.

 

The P&T Manager reports directly to the Country Director. The role is part of the Management Board in Ukraine and works closely with HR experts in Brussels, especially the Regional P&T Business Partner.

 

 

Your profile

 

Required qualifications

  • Master’s degree in Human Resources or another discipline with a specialisation in HR.


Required experience

  • Proven experience in operational HR management (recruitment, performance management, coaching, change management), ideally in an international and multicultural environment.


Required skills and knowledge

  • Strong command of operational HR management, HR administration and compliance.

  • Ability to advise, coach managers and support change processes.

  • Comfortable working with and analysing HR data.

  • Capacity to innovate and contribute to enhancing HR practices, promoting collaborative governance, distributed leadership, an inclusive and agile culture, employee experience, and talent management initiatives.

  • High intercultural awareness, with values rooted in ethics and integrity.

  • Solid understanding of international HR practices and knowledge of Ukrainian labour legislation.

  • Strong communication skills and the ability to build trust and facilitate dialogue in a complex environment.

  • Excellent adaptability, curiosity, and willingness to acquire new skills.

  • Fluency in spoken and written Ukrainian and English.

We offer you

  • A half-time (0.5 FTE) contract until 31/12/2028. You are based in Kyiv.

 

  • The salary package of this function corresponds to our salary scales (Class 6) and comprises the monthly gross salary as well as the related benefits, in accordance with the current framework for local staff.
