Context
In the framework of its Ukraine Country Strategy, Enabel is supporting Ukraine's recovery and reconstruction efforts with a particular focus on infrastructure and energy sectors. The agency is committed to helping Ukraine build resilient, sustainable and energy-efficient systems that will contribute to the country's long-term development and European integration.
The Lead Expert Infrastructure and Energy will play a crucial strategic role in designing, implementing and monitoring projects related to infrastructure rehabilitation, energy efficiency, and renewable energy development in Ukraine.
Job Description
Main Responsibilities
As Lead Expert Infrastructure and Energy, you will:
- Provide strategic technical leadership for infrastructure and energy portfolio projects in Ukraine;
- Design and develop project proposals in the infrastructure and energy sectors, aligned with Ukraine's recovery and reconstruction priorities;
- Ensure quality implementation of infrastructure and energy projects, including technical monitoring and evaluation;
- Coordinate with national and local authorities, international partners, and other stakeholders in the infrastructure and energy sectors;
- Provide technical expertise and capacity building support to implementing partners and beneficiaries;
- Ensure compliance with technical standards, environmental sustainability principles, and donor requirements;
- Contribute to knowledge management and lesson learning in infrastructure and energy interventions;
- Represent Enabel in technical working groups and coordination platforms related to infrastructure and energy;
- Supervise and mentor junior technical staff and consultants;
- Contribute to the development of innovative approaches and solutions in infrastructure and energy programming.
Profile
Required Qualifications
- Master's degree in Civil Engineering, Energy Engineering, Infrastructure Planning, or related technical field;
- Minimum 8 years of professional experience in infrastructure and/or energy sectors, including at least 5 years in international development cooperation;
- Demonstrated experience in project design, management and implementation of infrastructure and/or energy projects;
- Strong understanding of energy efficiency, renewable energy technologies, and sustainable infrastructure practices;
- Experience working in post-conflict or reconstruction contexts is highly desirable;
- Knowledge of EU and international donor requirements and procedures;
- Excellent English language skills (written and spoken); knowledge of Ukrainian and/or Russian is a strong asset;
- French or Dutch language skills are considered an asset.
