Background

Enabel has over twenty years of cooperation experience in Mozambique, progressively shifting from sector‑specific projects to a comprehensive agenda focused on climate resilience and low‑carbon development. The 2023–2027 Country Strategy places climate at the core, building on achievements such as renewable energy expansion (RERD1/2), institutional strengthening of MIREME and ARENE, and climate‑resilient water supply solutions in Gaza. Within this framework, the STEP Facility (Intervention 2) addresses a critical national bottleneck: limited institutional capacity to design bankable, transformative climate projects at scale. Hosted by the Ministry of Economy and Planning as the NDA to the Green Climate Fund, the Facility provides studies, feasibility assessments and project preparation services. It strengthens evidence‑based policy dialogue, unlocks climate finance and supports coordinated, multisector planning. By linking local pilots to national processes, the STEP Facility ensures innovations are scaled, institutionalized and translated into fundable programmes, reinforcing Mozambique’s long‑term climate‑resilient development pathway.

 

Job description

The Climate Finance Expert will strengthen Mozambique’s capacity to mobilise, coordinate, and manage climate finance by supporting national institutions to integrate climate considerations into decision-making processes and uplift climate action efforts. The role includes improving coordination mechanisms for climate finance and formulating transformative low‑carbon and climate‑resilience programmes in collaboration with national partners. The Expert will identify and structure financial resources, including access to international climate funds and will support national entities seeking accreditation or mobilization of funding through national and international funding mechanisms. The position will also reinforce MRV systems to ensure credible reporting on climate indicators. Finally, the Expert will enhance Mozambique’s engagement in international climate finance processes, helping the government articulate priorities and access emerging funding opportunities.

 

Other proposal

  • You contribute to the implementation of the project by providing inputs for planning, execution, coordination and monitoring and evaluation of activities.
  • You provide all necessary technical inputs in Climate Finance area of expertise.
  • You are responsible for organizing knowledge sharing and knowledge management in the sector or area of expertise.

 

Your profile

Required qualifications

  • Master’s degree in development, Finance, Environmental Science/engineering, or similar relevant field.

 

Required experience 

  • Minimum 5 years in an advisory/expert role, including areas such as operational management, project preparation, implementation, monitoring and evaluation.
  • Proven work experience in public finance/climate finance, including financial mechanisms, capacity building, innovative climate finance mechanisms.
  • Experience in international organizations or ministries of finance is a strong asset.
  • Experience with executing, implementing, monitoring and evaluating development projects

 

Required skills and knowledge

  • In-depth knowledge of Climate Finance;
  • Technical support and advisory abilities, including leading assessments, international benchmarking and best practices
  • Strong analytical skills to support project proposal development, capacity building, stakeholder coordination, and the production of knowledge products such as studies, technical inputs, and project preparation support
  • You are fluent in spoken and written English and Portuguese.
