Background

In Mozambique, Enabel implements the 2023–2028 cooperation portfolio – Junt@s4Clima, with a total budget of €25 million. The portfolio supports the country’s transition toward a low‑carbon, just and inclusive development pathway, through an integrated, multi‑stakeholder approach aligned with national priorities and global climate commitments.

Climate action and energy transition are central, with interventions focusing on:

  • climate‑resilient public services;
  • disaster risk reduction and climate adaptation;
  • Loss and Damage;
  • access to energy and water;
  • waste management.

Within this framework, Enabel supports pilot actions on disaster preparedness, including resilient housing, people‑centered early warning systems, emergency shelters, evacuation planning, and recovery preparedness in disaster‑prone districts.

 

To strengthen the Disaster Risk Reduction (DRR) component, Enabel is recruiting a Disaster Risk Reduction Expert to provide senior technical support for the design, structuring and operationalization of preparedness interventions.

 

Job description

As the Disaster Risk Reduction Expert, you will provide senior technical expertise to strengthen disaster preparedness systems and resilient infrastructure approaches under the DRR component of the Junt@s4Clima portfolio.

You will:

  • provide senior technical support for the design, structuring, implementation and monitoring of disaster preparedness interventions;
  • contribute to the development of technical documentation, including Terms of Reference, concept notes, technical specifications, feasibility notes, grant guidelines and procurement packages;
  • support the design and validation of:
    • evacuation plans and preparedness protocols;
    • emergency shelter systems;
    • resilient housing pathways and schools as shelters;
    • people‑centred early warning systems, including warning dissemination equipment and electronic sirens;
  • ensure alignment with national standards, international good practices, GESI principles and accessibility requirements;
  • support coordination with national institutions (notably INGD), district authorities, technical partners, implementing agencies and donors;
  • contribute to identifying appropriate implementation modalities (grants, procurements, framework contracts, consultancies);
  • document lessons learned and contribute to internal knowledge management;
  • provide technical advisory support across DRR, Loss and Damage and resilience‑related initiatives within the portfolio.

 

You will report to the Project Manager – Junt@s4Clima and work closely with the DRR team, Programme Implementation Unit and institutional partners.

 

Duty station: Maputo, with frequent travel to Nampula, Zambezia and other locations as required.

 

Your profile

Required qualifications

  • Master’s degree in Disaster Risk Reduction, Civil or Environmental Engineering, Urban Resilience, Climate Adaptation, Architecture / Shelter Design, or a related field.

Required experience

  • Minimum 7 years of relevant professional experience in disaster preparedness, DRR implementation, resilient shelter systems or related fields;
  • Proven experience with preparedness planning, emergency shelter systems, resilient infrastructure and early warning systems;
  • Experience in developing technical documentation (TORs, concept notes, technical specifications);

 

Required skills and knowledge

  • Strong technical knowledge of disaster preparedness systems and evacuation planning;
  • Expertise in resilient housing and shelter approaches;
  • Knowledge of people‑centred early warning systems and warning dissemination infrastructure;
  • Experience with procurement and grant structuring;
  • Strong analytical, facilitation and coordination skills;
  • Ability to work autonomously and within multidisciplinary teams;
  • Fluency in Portuguese and English (spoken and written).
