Enabel is the Belgian Development Agency. It executes the Belgian governmental cooperation. The Agency also implements actions for other national and international organisations. Together with its Belgian and international partners, Enabel provides solutions to address pressing global challenges - climate change, urbanization, human mobility, peace and security, social and economic inequalities - and to promote global citizenship. With 2,000 employees, Enabel manages some 170 projects in some twenty countries, in Belgium, Africa and the Middle East.

Background

In Mozambique, through the cooperation portfolio 2023-2028, Enabel aims at consolidating the lessons learned over the past 20 years while supporting emerging themes. The €25 million portfolio aims at supporting the country in achieving its low carbon, just and inclusive development pathway and energy transition by fostering a multi-stakeholder integrated approach based on local needs, national priorities, and global trends. Climate is the underpinning theme in the portfolio with a focus on 3 public services (water, waste, energy) as well as fostering the dialogue on energy transition and working on losses and damages.

The first intervention is a multi-stakeholder project, which aims to develop the local experience and expertise in climate proof public services related to losses and damages, access to energy, access to water as well as waste management and circular economy to improve the living conditions of the local communities on the one hand, and on the other hand, to feed the overarching component related to policy dialogue.  

The second intervention is a study, expertise and preparation facility, which will act as a catalyst for the mobilisation of climate finance for national priorities within the priority sectors of the main project. This further reinforces the creation of synergies, complementarities and agility.

Enabel Mozambique is also implementing projects for other donors:

  • Public financial management in the health sector (Government of Flanders)
  • Waste and circular economy at municipal level (Mitigation Action Facility)
  • Sustainable Water Infrastructure (Brussels Capital Region)
  • Readiness Programme (Green Climate Fund)

In view of future needs for further development of its activities, Enabel is currently looking for a (m/f/x) Gender and Social Inclusion Expert, to be based in Maputo, Mozambique.

 

Description of the function:

As a Gender Equality and Social Inclusion expert you report to the Programme Manager, and you work closely with a team of Experts in the areas of priority of the programme. You are also responsible for ensuring the technical quality of the projects through a good knowledge of the cross-cutting issues at stake and a good partnership dynamic - cordial and transparent - focused on achieving development results.

 

Major Responsibilities:

  • Give Strategic and Technical support for the cross-cutting integration of gender and social inclusion throughout the implementation of the projects and ensure the implementation within the priority sectors. 
  • Provide technical support to partners in areas such as elaborating a strategic vision and action plans to mainstream gender and social inclusion throughout their activities, functioning and positioning. For example but not limited to: conducting gender analysis and assessments, supporting internal gender and inclusion auditing and surveys, designing and developing and leading gender and social inclusion trainings, and managing and implementing gender/social inclusion research.
  • Build the capacity of gender focal points within the partner institutions and inform and train project staff and support organizations on gender mainstreaming in climate resilience and energy transition.
  • Proactively identify opportunities and constraints for gender and social inclusion during the implementation (including potential outsourcing to consultants and developing their scope of work)
  • Ensure learnings, knowledge management on the areas of gender and social inclusion is improved, archived and disseminated. 
  • Facilitate intersectoral policy dialogues through a social inclusion lens as and when required. 
  • Ensure a strategic monitoring at national or sectorial level to keep abreast of development in the area of gender and inclusion to ensure prompt alignment of Enabel’s and partner’s priorities on national and sectoral priorities, possibilities and address potential gaps accordingly.
  • Perform the role of a primary point of contact for gender and social inclusion within Enabel in Mozambique and with other relevant stakeholders as deemed necessary. 
  • Provide an awareness-raising strategy so that gender becomes a reflex of thought and action for Enabel members and partners. 
  • Coaching the junior gender expert (development position) and building capacity and raising awareness among staff.
  • Active participation in the governance structures of Enabel at corporate level (e.g., Communities of Practice, regional-level exchanges).
  • Fostering collaboration with civil society, including international and national non-governmental organisations in Mozambique.

 

Your profile 

Required qualifications:

  • Master’s degree in gender studies/social studies or closely related disciplines with additional trainings on gender.
  • A bachelor's degree in a relevant area study.

 

Required experience:

  • Minimum experience of 5 years in the field of gender mainstreaming and/or in the implementation and coordination of support projects for civil society in the areas of gender, women's rights, rights of people in situations of vulnerability, promotion of gender inequalities, advocacy. 
  • Perfect mastery of the concepts of the gender approach.  
  • Experience in strategic program implementation. 
  • Additional training or experience in supporting the process of organizational change.
  • Experience in working and collaborating with government institutions.
  • Ability to develop and manage institutional relationships. 
  • Mastery of awareness-raising techniques, facilitation of space for reflection and animation (rural settings in particular), skills as a facilitator, as a connector. 
  • Know-how in project cycle management (planning/monitoring/capitalisation).  
  • Portuguese and English required. 

Specific competences or knowledge considered an asset

  • A minimum of 5 years relevant in evaluating and implementing energy and climate programme from a gender and social inclusion lens or related field experience 
  • Experience in several gender sensitization projects
  • Experience in working and collaborating with I/NGOs, global think tanks, research institutions
