Background
Mozambique is increasingly affected by climate changes, with droughts, floods, cyclones, and rising temperatures profoundly affecting rural communities and livelihoods. In this context, reliable access to energy is essential for strengthening resilience, supporting agricultural production, and enabling economic opportunities. While hydropower has long played a central role in the country’s energy mix, climate variability highlights the importance of diversifying energy sources, particularly in rural areas where electricity access remains limited.
Enabel’s current Green Climate Fund (GCF) program supports Mozambique’s transition towards decentralized renewable energy by expanding solar mini‑grids and promoting climate‑smart productive uses of energy. Through a combination of infrastructure development, private‑sector engagement, and institutional strengthening of the National Energy Fund (FUNAE), the project aims to deliver sustainable energy access while contributing to long‑term climate resilience and low‑carbon development.
In this context, Enabel is actively searching for a Project Manager who will play a key role in coordinating this integrated effort and translating technical ambition into tangible benefits for rural communities.
Job description
Directly reporting to the Country Program Manager, you will lead a team of about 6 people. You will have the overall responsibility for the effective, timely and compliant implementation of the full project.
Responsibilities:
- You lead the planning, coordination and quality delivery of the project activities;
- You represent the project with national authorities, partners (especially from the private sector) and donors;
- You ensure effective representation of the project in key coordination and stakeholder fora, such as the Country Platform, the Energy Sector Working Group, and Team Europe technical alignment meetings;
- You ensure alignment with national policies and GCF requirements;
- You oversee monitoring results, risks and performance (ensuring timely corrective actions);
- You ensure accurate and compliant reporting to Enabel and the GCF;
- You support and operationalise project governance bodies;
- You ensure compliance with fiduciary, environmental and social standards;
- You lead and coordinate a multidisciplinary project team and support services.
Your profile
Required qualifications
- Master’s degree in engineering and/or economics, environmental studies, climate change, energy or a related field.
Required experience
- Proven and relevant professional experience in steering international development projects;
- Proven and relevant professional experience in managing off-grid or mini-grid energy projects;
- Minimum one relevant professional experience outside your country of origin;
- An experience as team manager.
Required skills and knowledge
- In-depth knowledge of project management methodologies;
- Ability to manage complex projects with multiple stakeholders (government agencies, regulators, private developers and other implementing partners);
- Risk analysis and management capacities (identification, assessment, mitigation);
- Monitoring and evaluation competences;
- Excellent drafting and communication skills;
- You are result oriented;
- Considering the working language of Mozambique and the international environment in which you work, excellent knowledge of English and Portuguese are required.

We offer you

- A contract of 84 months. You are based in Maputo and you will travel regularly in the different areas where the project takes place.
- You are employed by Enabel in the function of “Intervention Manager”. A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and Enabel expat benefits such as a remoteness, assignment and hardship allowance, (capped) coverage of housing expenses, a moving compensation, an installation compensation, (capped) coverage of school expenses for children accompanying, an insurance package for the whole family, including repatriation insurance, and an annual round-trip flight ticket for each family member.
- In case of expatriation without the (dependent) members of the family, up to six additional round-trip flight tickets to the country of origin or another destination (capped in accordance with Enabel rules).
The various amounts vary in function of relevant recognised experience for the function and family composition.
