Background
The 2023–2029 Belgium–Mozambique cooperation programme, implemented by Enabel, focuses on addressing climate challenges with a strong emphasis on water, energy, and waste management, as well as supporting energy transition and reducing climate-related losses. Mozambique remains highly vulnerable to recurrent droughts, floods, cyclones, and rising temperatures, which disproportionately affect rural and low-income communities, undermining livelihoods, food security, and energy access.
Within this context, the project aims to strengthen climate resilience and reduce emissions by expanding access to decentralized renewable energy and promoting climate-smart productive uses. It supports the institutional and technical strengthening of the national energy fund (FUNAE), the development of private-sector-led mini-grids, and the deployment of solar-based solutions. By addressing key barriers to rural electrification, the initiative is expected to benefit over 66,000 people directly and contribute to sustainable, long-term off-grid energy development in Mozambique.
Job description
- You coordinate the design, structuring and implementation of public-private partnerships (PPPs) under the project, ensuring alignment with national regulations and donor requirements.
- You contribute to the development and launch of competitive public tenders for mini-grid infrastructure and technologies that stimulate productive use of energy.
- You are responsible for providing technical expertise on PPP models, financial structuring, risk allocation, and contracting mechanisms.
- You ensure the preparation and quality review of tender documents, concession agreements, and grant arrangements.
- You support negotiations with private sector partners and contribute to the identification and mitigation of commercial and financial risks.
- You collaborate closely with the Project Manager, Technical Project Coordinator, Grant Management Specialist, public institutions (including FUNAE and ARENE), and private developers to ensure effective PPP implementation.
- You contribute to strengthening institutional and technical capacity of national partners and support the positioning of FUNAE as a sustainable off-grid energy financing entity.
- You ensure effective coordination of PPP-related activities across the four project components, including institutional capacity building, enabling environment, mini-grid facility, and PURE facility.

- Viable and bankable PPP models developed and implemented.
- High-quality tendering and concession processes successfully delivered.
- Financial models validated and risks appropriately managed.

Your profile
Required qualifications
- Master’s degree in Law, Finance, Economics, Engineering, Energy, Business Administration, or a related field.
Required experience
- Minimum 5 years of relevant experience in public-private partnerships, infrastructure finance, or energy sector projects.
- Proven experience in structuring PPPs and working with private sector investments in emerging markets.
- Experience in renewable energy, rural electrification, or mini-grid development is a strong asset.
- Experience with donor-funded programmes (e.g. GCF, EU, WB) is an advantage.
Required skills and knowledge
- In-depth knowledge of PPP frameworks, financial modelling, risk allocation, and concession agreements.
- Strong understanding of energy sector dynamics, particularly off-grid and decentralized renewable energy solutions.
- Ability to prepare and review technical and financial documentation for public tenders.
- Strong analytical, negotiation, and stakeholder management skills.
- You are result-oriented and able to work under pressure while managing multiple priorities.
- You demonstrate strong communication, coordination, and capacity-building skills.
- You are pragmatic, solution-driven, and able to work effectively in multicultural environments.
- You are fluent in spoken and written English and Portuguese.
