Background

In Mozambique, through the cooperation portfolio 2023-2028, Enabel aims at consolidating the lessons learned over the past 20 years while supporting emerging themes. The €25 million portfolio aims at supporting the country in achieving its low carbon, just and inclusive development pathway and energy transition by fostering a multi-stakeholder integrated approach based on local needs, national priorities, and global trends. Climate is the underpinning theme in the portfolio with a focus on 3 public services (water, waste, energy) as well as fostering the dialogue on energy transition and working on losses and damages.

The first intervention is a multi-stakeholder project, which aims to develop the local experience and expertise in climate proof public services related to losses and damages, access to energy, access to water as well as waste management and circular economy to improve the living conditions of the local communities on the one hand, and on the other hand, to feed the overarching component related to policy dialogue.

The second intervention is a study, expertise and preparation facility, which will act as a catalyst for the mobilisation of climate finance for national priorities within the priority sectors of the main project. This further reinforces the creation of synergies, complementarities and agility.

Enabel Mozambique is also implementing projects for other donors:

  • Waste and circular economy at municipal level (MAF).
  • Sustainable Water Infrastructure (Brussels Capital Region).
  • Readiness Programme (Green Climate Fund).
  • Integrating Climate Action into Public Finance Management Systems (European Union).
  • Establishing a National Stregthened Transparency Frameowkr for Mozambique (European Union).

In view of future needs for further development of its activities, Enabel is currently looking for a (m/f/x) a Public Procurement officer, to be based in Maputo.


Description of the function
Ensure for the account of Enabel good management of public procurement and of the control mechanisms, support to the development of tools (checklists, templates manuals...) and of related competences in order to successfully complete the public procurement and grant procedures for the interventions.

Major Responsibilities

  • Process dossiers that require specific public procurement expertise in order to ensure proper contractual management respecting deadlines, budget constraints and public procurement regulations.
    • Manage the public procurement procedure from A to Z for contracts upward from 30,000 € for the various interventions and the Representations and ensure good progress thereof;
    • Advise the managing official in following up procurement contact performance and elaborate amendments, contract termination letters etc. in accordance with applicable legislation;
    • Determine if certain changes are acceptable;
  • Advise internal clients of interventions and Representations in order to accompany the co-workers and help them achieve their operational objectives and develop their skills.
    • Guide the projects in defining the steps of the procurement contract/call for proposals procedure, to establish a planning and to support them in all steps of the procedure;
    • Support the elaboration of contract planning of interventions;
    • Analyse, revise and complete the documents submitted at each stage of the contract process by the interventions:
  • Check and compare information and reports in order to guarantee that data are correct and of quality and that the procedure is regular.
    • Ensure that contracts are permanently performed, in consultation with the technical officers, in order to adapt the contracts to needs and in view of strict budget management and to avoid business, legal and technical issues with the suppliers;
  • Follow up the dossiers with external instances (Court of Audit, audits…) and guarantee good communication in order to guarantee good progress of dossiers.
    • Write letters in the framework of the procedures, including the provision of explanations, whilst strictly respecting equal treatment of tenderers;
    • Receive questions, answer them, or forward them to other competent persons;
    • Maintain relations of trust with external companies whilst keeping independence of appreciation;
    • Follow up remarks and questions of audits as well as the implementation of resulting recommendations/actions.

 

Your profile

Required qualifications:

  • Hold a university degree (Bachelor’s) in relevant area.
  • Holding a master's degree is an asset

Experiences required1:  

  • Min. 5 years in public procurement management.
  • An earlier professional experience with a (bilateral or multilateral) donor is an asset.
  • An earlier professional experience in the domain of development is an asset.

Languages: Fluent in Portuguese and English. French is an asset
