Background
The cooperation programme aims to consolidate the lessons learned of the Belgian cooperation in Mozambique, while expanding the support to new emerging themes. The EUR 27,4 million is designed around two actions:
· A project which will further develop the local experience and expertise in climate-proof public services related to access to water, energy, waste management and circular economy, as well as losses and damages to improve the living conditions of the local communities and to feed the overarching policy dialogue;
· A study, expertise and preparation facility for the mobilisation of climate finance for national priorities.
Additionally, Belgium and Mozambique have signed an innovative debt-for-climate swap amounting to €2.4 million, with a focus on losses and damages. It will focus on early warning systems and building capacity of government and communities for improved resilience against climate disasters. In view of the current and future needs for further development of its activities, Enabel is currently looking for a (m/f/x) Country People & Talent Manager, to be based in Maputo, Mozambique.
Description of the function:
The objective of the position is the development and updating of an appropriate and effective People & Talent (P&T) management that takes into account the organization's strategy and individual development needs. The Country P&T manager is responsible for overseeing and managing all aspects of the human resources functions; This includes recruitment, employee relations, performance management, compliance, training and development, compensation, benefits, and organizational development. The Country P&T manager works closely with the Country Management Board to align P&T strategies with business goals, ensuring a productive, engaged, and compliant workforce.
Major Responsibilities:
- Create harmonization and consistency in the implementation of the P&T strategy;
- Stimulate the appropriation of the P & T framework within the various teams in the field;
- Guide management in the field in the implementation of People & Talent policies, processes, procedures, and tools;
- Collaborate closely with the regional P&T Business Partner to ensure high levels of service delivery;
- Implement and execute a national staff recruitment policy;
- Manage career development of national staff, ensuring fairness and transparency;
- Support clear communication of the "People" vision as well as the People & Talent strategy and pursued objectives;
- Train, inform, and advise managers on all matters related to compliance and dissemination of the ethical code;
- Develop and/or implement staff engagement and wellbeing initiatives;
- Act as a People & Talent expert and reliable partner in P&T management during formulations;
- Actively contribute to reflections on defining Enabel's operational strategy in terms of HR and refer to the regional P&T Business Partner;
- Establish and maintain a network of contacts in the P&T field with similar organizations active in the intervention country;
- Stay informed of changes in labor legislation and integrate them into Enabel's P&T management tools.
Your profile
Required qualifications:
- Master’s degree in human resources management or relevant field.
- A bachelor's degree in a relevant area study.
Required experience:
- At least 5 years of experience as a P&T Manager or similar HR leadership roles;
- In-depth knowledge of current P&T strategies and practices;
- Strong understanding of P&T policies, procedures, and legal regulations;
- Practical knowledge of social and labor law;
- Knowledge in salary calculation and processing;
- Good knowledge of various P&T management tools;
- Experience and knowledge of P&T software;
- Knowledge of communication techniques; Strong communication skills to build trust, facilitate dialogue, and engage effectively with diverse stakeholders in a complex and high-pressure environment;
- Knowledge of the development cooperation sector;
- Experience in team management;
- Ability to take initiatives and be rigorous at work;
- Leadership and interpersonal skills;
- Conflict resolution and negotiation abilities;
- Problem-solving and decision-making capabilities;
- Organizational and time-management skills;
- Skills in coaching and network creation;
- Data-driven approach with a focus on HR analytics.
Specific competences or knowledge considered an asset
- Knowledge in the use of payroll software;
- Experience working with NGOs or international cooperation in the development and/or humanitarian sector.
