Background

 

Access to Quality Education and Learning (QEL) supports the Palestinian Ministry of Education and Higher Education (MoEHE) in strengthening access to quality education, improving STEM and 21st century skills, promoting inclusive education, and supporting education sector reform in Palestine.

 

The portfolio focuses on three main results:

 

Result 1: Increased access to general education in more conducive learning environments.

Result 2: Enhanced quality of general education and learning outcomes in STEM/STEAM and 21st century skills.

Result 3: Improved well-being and inclusion of vulnerable students.

 

The Education Field Officer will support the Quality Education and Learning portfolio through technical follow-up, stakeholder coordination, reporting, documentation, data collection, and results tracking. The position requires close collaboration with MoEHE departments, schools, universities, consultants, service providers, and implementing partners to ensure quality implementation and timely delivery of portfolio activities. As the Quality Education and Learning Field Officer, you will report to the QEL Project Manager.

 

The main responsibilities include:

 

  • You will follow up QEL activities related to STEM/STEAM, teacher professional development, digitalisation, inclusion, MoEHE departmental initiatives, and school-level implementation.
  • You will monitor field-level progress, challenges, risks, implementation results, and corrective actions.
  • You will conduct regular field visits and collect implementation evidence, data, and results.
  • You will coordinate with MoEHE, schools, universities, implementing partners, consultants, service providers, and other education stakeholders.
  • You will support meetings, workshops, consultations, trainings, and stakeholder engagement activities.
  • You will track workplans, action plans, deliverables, timelines, indicators, risks, and follow-up actions.
  • You will support monitoring, reporting, documentation, and compilation of implementation results.
  • You will contribute to Terms of Reference, reports, position papers, presentations, and programme documents.
  • You will consolidate field-level data, evidence, lessons learned, and supporting documentation for reporting and capitalisation purposes.
  • You will support portfolio-wide knowledge management, learning, and evidence management processes.
  • You will contribute to effective teamwork through workload sharing, coordination, and timely follow-up of assigned tasks.

 

 

Your profile

 

Required qualifications

  • Bachelor’s degree in Education, Project Management, Sustainable Development, Educational Technology, Development Studies, Public Administration, Business Administration, or another relevant field.

Required experience

  • Minimum 2 years of relevant professional experience in project coordination, implementation, or programme management.
  • Proven experience in the implementation and coordination of education programmes, projects, or learning initiatives.
  • Demonstrated experience managing the full project cycle, including planning, implementation, monitoring, and reporting.
  • Experience coordinating with public institutions, development partners, service providers, and other stakeholders.

Strong experience in field monitoring, reporting, documentation, data management, and results tracking

Required skills and knowledge

  • Demonstrated knowledge of the Palestinian education sector, MoEHE systems, schools, and key education stakeholders.
  • Strong ability to track project workplans, action plans, deliverables, timelines, risks, and reporting cycles.
  • Excellent reporting, records management, documentation, and evidence compilation skills.
  • Proven ability to manage multiple activities simultaneously and maintain high attention to detail.
  • Excellent facilitation, networking, coordination, and partnership-building skills.
  • Very Good written and verbal communication skills in Arabic and English.
  • Highly organised, proactive, and solution-oriented, with the ability to work independently and initiate follow-up actions as needed.
  • Strong team player with the ability to collaborate effectively and contribute to a demanding implementation environment.

 

 

Specific additional requirements and assets

  • Holds legal authorization to work in Palestine

Assets

  • Knowledge of STEM/STEAM education, digital learning, digital transformation, educational technology, or inclusive education.
  • Experience with MEAL systems and evidence-management approaches.
  • Proficiency in Excel, SharePoint, Microsoft Teams, Planner, Power BI, and other project-management tools.
  • Experience supporting donor-funded program and portfolio capitalization processes.

  • You are employed by Enabel in the function of “Field Officer”. A salary package that comprises the monthly gross salary, in accordance with the West Bank salary scale (Class 4), and Enabel benefits such as 13-month, and school fees allowance for dependants. The exact salary will be defined according the relevant recognised experience for the function.
