Fiancial Controller (m/f/x) - Ramallah

 

Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation as well as interventions for other national and international donors. With its partners in Belgium and abroad, Enabel is offering solutions to address pressing global challenges: Climate Change, Urbanization, Human Mobility, Peace and Security, Economic and Social Inequality, and Global Citizenship. With 1,900 staff, Enabel manages about 170 projects in 21 countries, in Belgium, Africa and the Middle East.   

Background 

Enabel started the implementation of a new cooperation portfolio for Palestine. This program builds on the one hand on the successes of governmental cooperation over the past decade and on the other hand, also provide a response to the Palestinian and global challenges of this decade. 

Enabel is looking for a Financial Controller:

Duties and Responsibilities:

 

1. Prepare the budget and the financial reporting in order to ensure efficient use of funds and reliable financial reporting:  

        Main task:  

  • Ensure the budget monitoring of the programme comply with the budgetary framework;  
  • Report the budget situation to the stakeholder to facilitate decision making;   
  • Ensure reporting in accordance with contract provisions;  
  • Ensure the efficient use of funds;  
  • Elaborate proposals for budget changes and financial planning;  
  • Carry out cost analyses;  
  • Supervise and validate financial statements;  
  • Monitor the cash position and approve payments;  
  • Manage bank accounts; 

 

2.Supervise and validate reporting on grant/’ASC’ agreements in order to ensure expenditure is in compliance with the Grant Agreements:  

       Main tasks:  

  • Plan and elaborate the terms of reference of organisational assessments;  
  • Validate the risk analysis emanating from the conclusions of the organisational assessment as well as the proposed mitigating measures to be introduced in the agreements ‘modalities;  
  • Validate the payment requests related to the instalments of the grants;  
  • Supervise the control missions of contracting beneficiaries;  
  • Supervise the eventual external (administrative and financial) audits of the beneficiaries  

 

3. Manage fiduciary risks, the internal control and audit action plans in order to manage the risks and not to jeopardize the objectives achievement:  

Main tasks:  

  • Identify and evaluate fiduciary risks;  
  • Put in place an appropriate internal control system;  
  • Monitor the evolution of risks and the impact of risk mitigating measures  
  • Elaborate action plans following audits and monitor their implementation.  

 

4. Develop the capacities of partner entities in order to contribute to the improvement of their organisation, processes and systems and of their staff’s competences:  

Main tasks:  

  • Assess the maturity of financial and administrative management of partner entities;  
  • Advise partner entities on actions to be taken to improve their management as well as how to implement these actions;  
  • Facilitate the change process;  
  • In association with the partners, adapt the organisational structure, optimise the processes, improve the systems and strengthen staff competences.  

 

  • Expected results of the function:  

The Financial and Administrative Responsible is responsible for the financial and administrative management of the two interventions.  

(S)he works with the Expert in Contracting and Administration (ECA) to ensure excellent service delivery to the interventions under the supervision of the Intervention Managers.  

 

  • Contextual factors impacting the function:   

It is preferable to recruit a West Bank ID holder employee since s/he will be based in Ramallah, to be able to commute to work normally in case of checkpoint closure (Political situation).  

 

Professional Qualifications and Experience:

 

Any specialism in the diploma:  

  • A master's degree.    

  Specific competences or knowledge required:  

  • At least 5 years of professional experience in financial management.   
  • At least 5 years of professional experience in Grants Management 
  • Experience in auditing, risk management and in financial management in the public sector.    
  • Experience with team management.   

Specific competences or knowledge considered an asset:  

  • Good knowledge of ICT applications.  
  • Experience in an international environment is an asset.  
  • Good knowledge of financial management.    

Languages:  

  • Good knowledge of Arabic and English
