Background

 

The conflict in Gaza has resulted in extensive destruction of the built environment, widespread displacement, and severe disruption of public institutions responsible for land administration, spatial planning, and recovery coordination. As preparations for early recovery and reconstruction advance, Palestinian institutions face the complex challenge of preserving official housing, land and property (HLP) records, strengthening cadastral and geospatial information systems, and preparing evidence-based reconstruction plans under highly constrained operational conditions.

To support Palestinian leadership in this process, Enabel has established a dedicated Gaza Crisis Response intervention under the Belgian–Palestinian Cooperation Programme. One of its strategic objectives is to strengthen the institutional capacities of the Palestinian Land Authority (PLA), the Ministry of Finance and Planning (MOFP), and other relevant institutions to manage HLP and cadastral information, enhance data resilience, improve geospatial analysis and digital systems, and support coordinated, evidence-based recovery and reconstruction planning.

The intervention combines institutional capacity development, technical assistance, digital innovation, and partnership building. It supports the development of practical workflows, interoperable data systems, crisis-adapted service functions, and decision-support tools that reinforce official Palestinian institutions while promoting good data governance, institutional ownership, and alignment with international recovery frameworks.

 

To support the implementation of this intervention, Enabel is recruiting a Project Officer who will provide technical coordination and operational support for activities related to land administration, HLP information management, geospatial data, institutional capacity development, and recovery and reconstruction planning. Working closely with Palestinian partner institutions, Belgian technical partners, consultants, and international stakeholders, the Project Officer will help strengthen Palestinian institutional leadership and resilience to support a people-centered, evidence-based recovery process.

 

As an HLP Officer, you will report to the Gaza Crisis Response Project Manager.

 

The main responsibilities include:

 

1.Coordinate project implementation

    • Plan, coordinate and monitor project activities related to housing, land and property (HLP), cadastral information management, geospatial data, and recovery planning.
    • Support the preparation of work plans, terms of reference, procurement documents, technical briefs, and progress reports.
    • Monitor implementation progress, identify risks and bottlenecks, and propose practical solutions.

2.Provide technical expertise

    • Advise Enabel and partner institutions on HLP, land administration, GIS, cadastral systems, digital data management, interoperability, and evidence-based reconstruction planning.
    • Contribute to the development of technical approaches, methodologies, and strategic guidance for institutional recovery.

3.Strengthen institutional capacities

    • Support the Palestinian Land Authority (PLA), the Ministry of Finance and Planning (MOFP), and other partners through coaching, training, technical assistance, and institutional development.
    • Facilitate the development of practical workflows, standard operating procedures, and digital tools that strengthen institutional performance and ownership.

4.Manage partnerships and technical coordination

    • Coordinate with Palestinian institutions, consultants, Belgian technical partners, UN agencies, and other stakeholders to ensure effective implementation and complementarity.
    • Support the mobilization and management of specialized technical expertise and service providers.

5.Monitor, document and promote learning

    • Contribute to project monitoring, reporting, knowledge management, and the documentation of lessons learned and good practices.
    • Ensure that project evidence and technical knowledge are captured to support continuous improvement and future scaling.

6.Ensure quality and compliance

    • Ensure that project activities comply with Palestinian institutional mandates, data governance principles, conflict-sensitive approaches, and do-no-harm principles.
    • Promote institutional ownership, sustainability, and high technical quality across all project activities.

 

Your profile

 

 

Required qualifications

 

Master's degree in Geomatics, Geographic Information Systems (GIS), Land Administration, Surveying, Urban or Regional Planning, Geography, Civil Engineering, Information Management, Public Administration, or another relevant discipline.

 

Required experience 

  • At least 5 years of progressively responsible professional experience in project implementation, technical assistance, or institutional capacity development related to land administration, GIS, cadastral systems, spatial planning, HLP, or digital public infrastructure.
  • Demonstrated experience working with government institutions on institutional strengthening, organizational development, or public sector reform.
  • Experience in designing or implementing GIS, cadastral, geospatial, or data management systems.
  • Experience coordinating consultants, technical service providers, or multidisciplinary teams.
  • Experience working in fragile, conflict-affected, or post-conflict contexts is a strong asset.
  • Experience with donor-funded development programs is desirable.

 

Required skills and knowledge

  • Sound knowledge of land administration, cadastral systems, HLP issues, and geospatial information management.
  • Good understanding of GIS concepts, spatial data management, interoperability, metadata standards, and digital information systems.
  • Familiarity with reconstruction planning, crisis mapping, institutional data governance, or digital public infrastructure is an asset.
  • Ability to translate technical concepts into practical institutional solutions and operational workflows.

 

Specific additional requirements and assets

  • Holds legal authorization to work in Palestine

Assets

  • Experience working in fragile, conflict-affected, or post-conflict environments, particularly in recovery and reconstruction programs.
  • Knowledge of Housing, Land and Property (HLP) issues, fit-for-purpose land administration, or post-disaster land governance.
  • Experience with geospatial technologies, including GIS software (e.g. ArcGIS, QGIS), remote sensing, satellite imagery, or spatial data analysis.
  • Familiarity with cadastral information systems, spatial data infrastructures (SDIs), digital public infrastructure, or interoperability frameworks.
  • Experience supporting institutional reform, organizational development, or public sector capacity strengthening.

  • You are employed by Enabel in the function of “Projecr Officer”. A salary package that comprises the monthly gross salary, in accordance with the West Bank salary scale (Class 5), and Enabel benefits such as 13-month, and school fees allowance for dependants.
