Background 

Enabel started the implementation of a new cooperation portfolio for Palestine. This program builds on the one hand on the successes of governmental cooperation over the past decade and on the other hand, also provide a response to the Palestinian and global challenges of this decade. 

Enabel is looking for a Procurment Officer:

Duties and Responsibilities:

Specific results areas: 

 

Result 1:

  • Review the procurement requests coming from grantees and assist in analysing their case.
  • Reviewing the OA assessments procurement part.
  • Assist the ECA in reviewing documents of grant applications.
  • Organize the files as needed on SharePoint.
  • Assist the ECA in the procurement process.
  • Prepare templates and follow ups when needed.
  • Explore the market and establish contacts with suppliers or potential suppliers;
  • Advise and support the management in implementing the supply policy and fix cost optimisation, quality and deadline objectives;
  • Create and manage a qualitative supplier database;
  • Identify, anticipate and manage supplier risks;

 

Results area 2: As support person and protocol officer   

Support the projects in order to help ensure good execution of various tasks / procedures.

Main tasks:

  • Provide support to materials / equipment acquisition initiatives;
  • Be responsible for the organisation of receptions and other events; 
  • Be responsible for the on-site installation of equipment such as beamers, copiers or scanners, and know how to operate them;
  • Remain in contact with suppliers and collect information;
  • Carry out subscription formalities for electricity, water, telephone services, and ensure good use thereof;
  • Performing any other task asked by ECA

 

Professional Qualifications: 

 

Any specialism in the diploma: 

A bachelor's degree in administration or procurement/logistics.

 

Specific competences or knowledge required: 

  • Minimum three years of professional experience in the same type of work.
  • Experience in NGO / bilateral agency is an asset
  • Knowledge of public procurement procedures

 

Specific competences or knowledge considered an asset: 

  • Ability to read and understand technical specifications of procurement,
  • Basic knowledge of quality and security standards;
  • Basic knowledge of transit/ customs clearance is an asset;
  • Good knowledge of software (MS Word, Excel) and learning ability;
  • ICT knowledge (software and equipment).
  • Basic knowledge of transit/ customs clearance and bookkeeping is an asset.

 

Languages: 

Good knowledge of Arabic and English (in speaking and writing)
