Country Strategy Advisor

Background 

 

Since 1982, Tanzania and Belgium have collaborated on innovative projects to drive sustainable development. Enabel has been at the forefront of these efforts, and its current portfolio focuses on key sectors including: 

    • Gender and Education 

    • Technical and Vocational Education and Training (TVET) 

    • Employment and entrepreneurship 

    • Circular economy and green growth 

    • Urban development and infrastructure (including port development and mobility) 

 

 

The Function  

 

The Country Strategy Advisor provides strategic support to the Country Director and teams. The role ensures the alignment of projects with national priorities, the quality of policy dialogue, the development of partnerships, the political and security monitoring and the identification of opportunities to strengthen the impact of Enabel's programmes in the country.  

 

The Country Strategy Advisor works closely with national institutions, regional partners, diplomatic representations and internal colleagues. He or she represents Enabel in public and institutional forums, contributes to the country strategy through analysis, advice and innovative proposals. 

 

 

Specific Responsibilities: 

 

Government and Stakeholder Engagement  

 

    • Develop, Implement and Monitor a Stakeholder Engagement Strategy 

    • Build and maintain strategic relationships with government institutions, development partners, diplomatic missions, financing partners, and civil society organizations.  

    • Contribute to policy dialogue and coordination mechanisms at national and sector levels.  

    • Identify, assess and pursue, in coordination with other team members, resource mobilization opportunities that contribute to programme sustainability and growth.  

    • Represent Enabel in high-level meetings, forums and technical working groups, ensuring coherent institutional positioning. 

    • Promote collaboration and synergies among stakeholders to enhance programme impact.  

    • Support the Country Director in strategic engagements, negotiations and partnership discussions. 

 

Political and Security Advisory Functions 

 

    • Monitor, analyze and report on political, governance, economic and security developments relevant to Enabel’s operations (at national and regional level).  

    • Provide regular strategic briefs and contextual analyses to the Country Director and Country Management Board to support decision making.  

    • Maintain and expand a network of contacts with national, regional and international partners to enhance the analysis and relevance of the advice provided  

    • Advise management on risk mitigation measures, crisis preparedness, business continuity measures and adaptive programme management.  

 

Country strategies and cooperation programmes 

 

    • Support the development and implementation of Enabel Tanzania’s country strategy, ensuring alignment with national development priorities,  

    • Monitor policies at national and regional levels, assess development trends and sector dynamics relevant to Enabel's actions to inform strategic direction and programme adaptation. 

    • Support in the elaboration of international cooperation programmes and projects, so they are drawn up in a way that is consistent with the Belgian policy framework, the funding partners guidelines, and aligned with the partner country's development priorities. 

 

Institutional Communication  

 

    • Ensure the coherence and relevance of institutional communication at country level, in order to promote Enabel's action and strengthen its visibility and influence among key players.  

    • Ensure that messages are relevant, culturally sensitive, appropriate to the local context and in line with financing partners’ communication policies. 

    • Supervise the work of the communication team, ensuring quality, consistency and timely implementation of communication activities 

    • Provide strategic leadership and people management to the communication team, including performance management, coaching, capacity building, and team development

 

 

Profile, Required Qualifications & Experience

  

    • Tanzanian National.  

    • Master’s degree in Development Studies, International Relations, Public Policy, Political Science, Economics, Governance and Leadership, Public Administration, International Development, or a related field. 

    • Minimum seven (7) years of relevant professional experience in international cooperation, public administration, governance, policy analysis or stakeholder engagement.  

    • Excellent knowledge of Tanzania's institutional landscape and public policy environment.  

    • Experience in political analysis, public policy analysis and stakeholder engagement  

    • Solid understanding of the principles of international cooperation, including international references (OECD DAC, SDGs, Belgian and European policies, etc.). 

    • Experience in designing, implementing or managing international cooperation programmes. 

    • The ability to represent an organisation in public and institutional forums and to contribute to political dialogue. 

    • Proven experience in institutional communication, including devising communication strategies adapted to local contexts, writing institutional content and managing relations with the media and stakeholders.

Languages: 

 

    • Fluency in written and spoken English and Swahili.  

    • Working knowledge of French is an asset.

    • Acompetitive salary package corresponding to our salary scale (Category 6) currently starting at TZS. 9.6M gross per month, with the final salary determined based on relevant experience.
