Background
Within the Junt@s4Clima programme, Result Area 5 focuses on strengthening municipal solid waste management systems in Nampula and Nacala. This includes institutional capacity development, improved planning and governance, enhanced coordination among stakeholders, and the promotion of inclusive circular economy approaches.
To ensure the continuity and strengthening of its activities, Enabel is recruiting a Waste Management Expert.
The Expert will play a technical and coordination role to reinforce municipal services, engage with community stakeholders, and support the development of sustainable, climate responsive waste management systems.
Job description
As Waste Management Expert, you will support the implementation of Result Area 5 by providing technical, institutional and coordination support to municipalities and partners. You will work closely with municipal authorities, DINAB, the Programme Implementation Unit, waste officers in Nampula and Nacala, and relevant community and private sector actors.
Key Responsibilities
Technical Support & Implementation
- Provide technical expertise in municipal solid waste management and circular economy.
- Support planning, implementation and monitoring of waste management plans and valorisation initiatives.
- Contribute to preparation of technical documentation, including Terms of Reference for external services and grants.
Institutional Strengthening & Capacity Development
- Provide technical and institutional support to municipalities of Nampula and Nacala.
- Strengthen capacities for planning, governance and operation of waste services through training and on the job support.
- Facilitate coordination between municipal services and national authorities.
Stakeholder Engagement & Social Inclusion
- Facilitate collaboration among public institutions, private operators, community organisations and development partners.
- Support integration of waste pickers and associations into formal systems.
- Promote gender equality and inclusion within waste sector initiatives.
Financial Sustainability & Private Sector Engagement
- Support development of financially viable waste management systems, including cost recovery approaches.
- Contribute to structuring sustainable service delivery models involving public and private actors.
- Promote partnerships with recyclers and circular economy operators.
Knowledge Management & Advisory Support
- Document lessons learned, support knowledge sharing and ensure quality assurance of programme activities.
- Provide technical advice across related initiatives, including the Mitigation Action Facility project.
Your profile
Required qualifications
Master’s degree in environmental engineering, environmental studies, or a related field.
Required experience
- Minimum 5 years of relevant experience in waste management, environmental governance, or related fields involving government authorities and/or municipalities.
- Experience with waste treatment and disposal infrastructure design or operation.
- Experience monitoring consultants or service providers is an asset.
Required skills and knowledge
- Strong understanding of the municipal solid waste management value chain.
- Knowledge of circular economy principles and practices.
- Understanding of financial and operational sustainability principles in municipal service delivery, including engagement with private sector stakeholders.
- Experience preparing technical documentation and ToRs.
- Project cycle management skills.
- Experience facilitating inter institutional coordination.
- Fluency in Portuguese and English (written and spoken).
- Ability to synthesise complex information and produce clear reports.
- Strong organisational and analytical skills.
- Understanding of knowledge management principles.
