Background

The 2023–2029 Belgium–Mozambique cooperation programme, implemented by Enabel, focuses on addressing climate challenges with a strong emphasis on water, energy, and waste management, as well as supporting energy transition and reducing climate-related losses. Mozambique remains highly vulnerable to recurrent droughts, floods, cyclones, and rising temperatures, which disproportionately affect rural and low-income communities, undermining livelihoods, food security, and energy access.

Within this context, the project aims to strengthen climate resilience and reduce emissions by expanding access to decentralized renewable energy and promoting climate-smart productive uses. It supports the institutional and technical strengthening of the national energy fund (FUNAE), the development of private-sector-led mini-grids, and the deployment of solar-based solutions. By addressing key barriers to rural electrification, the initiative is expected to benefit directly over 66,000 people, of whom 52 percent are women and contribute to sustainable, long-term off-grid energy development in Mozambique.

 

Job description

The Cluster Coordinator supports the Technical Project Coordinator in ensuring the effective, timely and compliant implementation of project activities within an assigned mini-grid cluster. As the primary field-level representative of the Project Management Unit, the Cluster Coordinator facilitates coordination among project stakeholders, including communities, local authorities, private operators, FUNAE and development partners


Key Responsibilities

  • Coordinate field assessments, site validation missions and data collection activities required for the selection and development of mini-grid sites.
  • Support the identification and assessment of Productive Use of Renewable Energy (PURE) opportunities and local economic activities.
  • Facilitate stakeholder engagement and coordination with provincial and district authorities, communities, local economic actors and project partners.
  • Support awareness-raising, consultation and demand-activation activities related to mini-grid and PURE investments.
  • Monitor the progress of mini-grid construction activities and verify compliance with agreed milestones.
  • Facilitate coordination between contractors, concessionaires, local authorities and communities during implementation.
  • Identify implementation bottlenecks, technical issues, safeguards concerns and stakeholder grievances, and ensure timely escalation.
  • Support site inspections and field verification exercises linked to contractual obligations and performance-based financing mechanisms.
  • Promote the participation of women, youth and vulnerable groups in project activities.
  • Contribute to monitoring project results related to climate resilience, livelihoods, energy access and social inclusion outcomes.

Your profile

Required qualifications

  • Master's degree (or equivalent) in Engineering, Renewable Energy, Environmental Sciences, Agriculture, Rural Development, Development Studies, Geography, Natural Resource Management, Economics, Project Management, or another relevant field.Required experience.
  • Minimum 2 years of relevant professional experience in rural development, infrastructure projects, renewable energy, community development, local economic development, project implementation or related sectors.
  • Experience working with local communities, public institutions, development partners or private sector stakeholders.
  • Experience conducting field missions, consultations, surveys, stakeholder engagement activities or data collection exercises.

 

Required skills and knowledge

  • Strong coordination and stakeholder management skills.
  • Ability to work independently in remote and challenging environments.
  • Excellent organisational, communication and reporting skills.
  • Good understanding of the socio-economic context of rural Mozambique.
  • Ability to manage multiple priorities and maintain effective relationships with diverse stakeholders.
  • Fluency in spoken and written Portuguese and English.
