Background

 

In August 2020, Mozambique launched a presidential initiative (designed as the ValoRe programme) to construct sustainable waste treatment infrastructure in all provincial capitals and major cities of the country. In this context, the Ministry of Land and Environment (MTA), in partnership with the Belgian Development Agency (Enabel), jointly submitted a proposal to the MAF Facility (an international climate fund) to fund the construction and implementation of sustainable waste treatment infrastructure in at least two target municipalities. Based on an assessment of their relative readiness, waste infrastructure projects in the municipalities of Nacala, Nampula and Pemba were prioritized for implementation. In the scope of the MAF support, Enabel is currently looking for a Waste Infra-Structures Expert, to support the National Directorate of Environment (DINAB) of MTA and the National Fund for Sustainable Development (FNDS), to be integrated in the Project Implementation Unit.

Job description

 

  • Provide institutional support and capacity building to the FNDS and MTA to stablish sustainable municipal solid waste infrastructures.
  • Provide technical input for the design, construction and operation of waste treatment and disposal infra-structures in the scope of MAF support, including:
  • Defining technical specifications and tender documentation for construction and operation tender processes.
  • Verifying the quality of design documentation and enhancing it if necessary.
  • Supervising construction works in collaboration with the supervisor company.
  • Conducting quality checks on completed work and documenting them in weekly technical reports.
  • Assist in the planning, execution, coordination, and monitoring and evaluation of activities related to implementation of MAF support project to ValoRe programme;
  • Provide technical assistance in establishing public-private partnerships for the operation of waste treatment and disposal facilities;
  • Conduct on-the-job training and design capacity building activities for FNDS, DINAB and other stakeholders involved in municipal solid waste infrastructures;
  • Prepare comprehensive monthly progress reports detailing achievements, challenges, and recommendations;
  • Continuously update information so that the monitoring and evaluation systems have information and the performance of MAF support can be measured.
  • Act as a facilitator to enhance the capacity of partners engaged in solid waste management, 
  • Support the integration of gender mainstreaming principles within the waste sector initiatives.
  • Contribute to strengthening the information system related to municipal waste data, specifically to waste-infrastructures.
  • Ensure knowledge management on the areas of municipal solid waste management and circular economy is improved, archived, and disseminated – including partner support in sharing best practices to be disseminated at municipal level.
  • Ensure the quality assurance of services rendered and contribute to organizing knowledge-building activities and knowledge management initiatives focused on solid waste management and circular economy practices at DINAB.
  • Provide support in other priority areas within the MAF support project as needed.

Your profile

 

Required qualifications

  • Master’s degree in environmental studies/ environmental Engineering or any other related field.

Required experience

  • A minimum of 5 years relevant in waste infra-structure projects (preferably) or in civil infra-structures design and/or construction sector with government authorities and/or municipalities. Deep knowledge of civil works design, construction, and supervision.
  • Demonstrated experience in project management within infrastructure projects, including planning, scheduling, budgeting, and resource allocation.
  • Experience in implementing quality assurance and control measures to ensure the integrity and safety of infrastructure projects, including engineering standards and specifications.

Required skills and knowledge

  • Proficiency in relevant software and tools used in infrastructure design and construction, such as AutoCAD.
  • Proficiency in qualitative and quantitative information analysis and synthesis.
  • Excellent written and verbal communication skills for report writing and effective stakeholder communication. Proficiency in portuguese and english languages.
  • Occasional visits (4-5 times per year) to the municipalities involved in the ValoRe programme are foreseen, namely Nampula, Nacala and Pemba
